Oljas Abaiūly Bektenov (Kazakh: Олжас Абайұлы Бектенов; born on December 13, 1980) is a politician from Kazakhstan. He has been the Prime Minister of Kazakhstan since February 2024.
Before becoming Prime Minister, Bektenov held important roles. He was a leader in the Agency for Civil Service Affairs and Anti-Corruption starting in 2018. Later, he became the head of the Anti-Corruption Agency of the Republic of Kazakhstan from 2022 to 2023. He also served as the Chief of Staff for the President's office.

Early Life and Education
Oljas Bektenov was born in Alma-Ata, which is now known as Almaty, in the country of Kazakhstan. He studied law at the Kazakh State Law Academy and graduated with top honors in 2001.
He continued his studies and earned a special degree in law. His research focused on how to prevent young people from breaking administrative rules in Kazakhstan.
Career Beginnings
Bektenov has held many leadership jobs throughout his career. He started working for the Department of Justice in Almaty in 2002. From 2005 to 2006, he worked as an expert in the legal department for the Prime Minister of Kazakhstan.
After that, Bektenov took on key roles in the Kazakh government. He worked in the Presidential Administration of Kazakhstan from 2006 to 2009. He also served as a deputy leader at the Committee for Registration Service and Legal Assistance within the Ministry of Justice from 2009 to 2012.
In the years that followed, Bektenov was given the job of fighting corruption in Kazakhstan. He led a department at the Agency for Combating Economic and Corruption Crimes from 2012 to 2014. He also served as Chief of Staff for the city of Astana and later for the Presidential Administration.
Leading the Fight Against Corruption

On June 1, 2018, Bektenov was appointed as the Deputy Chairman of the Agency for Civil Service Affairs and Anti-Corruption. He worked in this role for about a year. Then, on June 26, 2019, he became the First Deputy Chairman.
As First Deputy Chairman, Bektenov stressed how important it was for the Antikor to help business owners. He believed the agency should also focus on social issues in different regions. He wanted to make sure their work helped both citizens and businesses.
On February 25, 2022, Bektenov became the Chairman of the Anti-Corruption Agency. Under his leadership, the agency investigated cases involving important figures to ensure fairness. This led to some people being arrested and sentenced to prison for corruption.
During Bektenov's time as leader, Antikor worked on many important corruption cases. These included cases where large amounts of money were misused or where illegal activities caused financial harm to the state and its citizens.
In December 2022, Bektenov met with the director of the French Anti-Corruption Agency in Paris. They signed an agreement to work together to prevent and fight corruption.
Under Bektenov's leadership, many changes happened within Antikor. More than 100 employees faced consequences for corruption issues. The agency also recovered assets worth over 650 billion tenge. This money was then used to build kindergartens and schools in Kazakhstan. Bektenov also introduced a "Corruption Risks Map" to highlight areas needing more attention. He launched a project called "Bizneske Jol" to support businesses. New laws were also passed, like one about "Illegal Enrichment," and it became harder for people convicted of serious corruption to get out of prison early.
Working with the President
On April 3, 2023, Bektenov became the Chief of Staff for President Kassym-Jomart Tokayev. In this role, he worked to make the government more efficient. He reorganized the administration by combining departments to avoid doing the same work twice. He also created new assistant roles to focus on key areas like the economy and foreign policy.
Bektenov also helped the government make decisions more easily. This meant they could adopt and change plans for the economy and regional development without needing constant approval from the top executive branch.
Prime Minister of Kazakhstan
After the previous government resigned, the ruling Amanat party chose Bektenov to be the next Prime Minister of Kazakhstan. President Kassym-Jomart Tokayev nominated him on February 6, 2024. The Mäjilis (parliament) supported his nomination on the same day, officially making him the leader of the new government. This made Bektenov the first person with a background in security services to become prime minister in independent Kazakhstan. After his appointment, Bektenov promised to focus on national businesses, especially in agriculture. He also pledged to improve infrastructure and cut unnecessary costs.
Soon after taking office, Bektenov declared that his government would take "decisive action." He aimed to increase economic growth, make the economy more diverse, attract investments, and solve problems. He encouraged ministers to work independently and quickly address issues in their areas. He stressed that the government would work at a fast pace and have high expectations.
One of the first big challenges the Bektenov Government faced was the 2024 Central Asian floods. These floods affected 10 different regions in Kazakhstan. This led to the appointment of Kanat Bozumbayev as deputy prime minister to help manage the situation.
During his time as Prime Minister, Bektenov has often talked about the state of the economy of Kazakhstan. The country's GDP (Gross Domestic Product) has been growing. In September 2024, he reported on the economy's progress to President Tokayev.

Oljas Bektenov is married and has three children. The names of his family members are not publicly known.
