Abdel-Aziz bin Habtour (born 8 August 1955) is a politician from Yemen. He served as the Prime Minister of the government in Sanaa that was led by the Houthi group. He held this important role from October 4, 2016, until August 10, 2024.
On August 10, 2024, Bin Habtour became a member of the Supreme Political Council. Before becoming Prime Minister, he was also the Governor of Aden Governorate. This was during a time when the Houthi group took control in Yemen. He is a long-time member of the General People's Congress political party, joining its main committee in 1995.
Bin Habtour was a supporter of President Abdrabbuh Mansur Hadi. He spoke out against the political changes in Yemen in 2014–2015. He even welcomed President Hadi when he had to leave the capital city of Sanaa in February 2015. Bin Habtour also disagreed with groups that wanted to separate from Yemen. He believed these groups were too small to achieve their goals.
In October 2016, the Houthi-led government chose Bin Habtour to be their Prime Minister.

Early Life and Education
Abdel-Aziz bin Habtour was born in 1955 in a place called Ghareer, which was part of the British Aden Protectorate at the time. He studied hard and earned several degrees.
- In 1981, he received a bachelor's degree in economics and administration from the University of Aden.
- In 1988, he earned a master's degree in economics from the Berlin School of Economics and Law in Germany.
- In 1992, he completed his doctorate degree from Leipzig University, also in Germany.
He is married and has five children.
Career in Education and Government
Bin Habtour has a strong background in both education and government.
University Roles
From 1994 to 2001, Bin Habtour worked at the University of Aden as a prorector, which is a senior leader in a university. In 2008, he became the president and rector of the University of Aden. This means he was in charge of the entire university.
Serving as Deputy Minister
In 2001, President Ali Abdullah Saleh appointed Bin Habtour as the Deputy Minister of Education. He held this important position, helping to manage education in Yemen, until 2008.
Governor of Aden
On December 22, 2014, President Hadi appointed Bin Habtour as the Governor of Aden. He officially started this role three days later. As Governor, he faced many challenges, including unrest caused by the Houthi takeover in 2015. He also met with President Hadi after he moved to Aden from Sana'a.
During the fighting for Aden in 2015, Bin Habtour left the city. In July of that year, the Yemeni government, which was then in Saudi Arabia, announced that his former deputy, Nayef al-Bakri, would become the new governor.
Becoming Prime Minister
On October 2, 2016, the Houthi group chose Abdel-Aziz bin Habtour to be their Prime Minister. Two days later, on October 4, he formed his cabinet, which is a group of top government officials. This cabinet included members from the Southern Movement. However, this government was not recognized by most other countries around the world.
On November 28, 2016, a new cabinet was formed under his leadership. In December 2016, he spoke out against the United Kingdom, saying they were involved in war crimes by providing bombs to a group fighting in Yemen.
On April 5, 2017, Bin Habtour offered to resign as Prime Minister. This happened after reports that Houthi fighters took over a government office in Sana'a and seized money meant for retired people.
