Abdel-Aziz bin Habtour (Arabic: عبد العزيز بن حبتور; born 8 August 1955) is an important politician from Yemen. He served as the Prime Minister of the Houthi-led government in Sanaa from October 2016 to August 2024. In August 2024, he became a member of the Supreme Political Council.
Before becoming Prime Minister, he was the Governor of Aden. He is part of the General People's Congress political party. Bin Habtour was a supporter of former President Abdrabbuh Mansur Hadi. He spoke out against the Houthi takeover in Yemen. He also disagreed with groups wanting to separate the southern part of Yemen.
Bin Habtour also worked as the Deputy Minister of Education from 2001 to 2008. After that, he became the head, or Rector, of the University of Aden.
About His Life
Abdel-Aziz bin Habtour was born in 1955. His birthplace was in the Shabwah Governorate, which was then called the British Aden Protectorate.
He studied economics and earned several degrees. In 1981, he got his first degree from the University of Aden. He then earned a master's degree in economics in 1988 from the Berlin School of Economics and Law. Later, in 1992, he completed his doctorate from Leipzig University. He is married and has five children.
His Career
Bin Habtour started his career at the University of Aden. He worked there as a prorector, which is like a vice-chancellor, from 1994 to 2001.
In 2001, President Ali Abdullah Saleh chose him to be the Deputy Minister of Education. He held this important role until 2008. After that, he returned to the University of Aden as its president and rector.
In December 2014, President Hadi appointed bin Habtour as the Governor of Aden. He took his oath of office a few days later. As governor, he faced challenges from the Houthi takeover in 2015. This included protests in the Aden seaport. He also met with President Hadi after Hadi moved to Aden from the capital city of Sana'a.
During the fighting in Aden in 2015, bin Habtour left the city. In July of that year, the Yemeni government announced that his former deputy, Nayef al-Bakri, would take over as governor.
Prime Minister Role
In October 2016, the Houthis chose Abdel-Aziz bin Habtour to be their prime minister. On October 4, he formed his team of ministers, known as a cabinet. This government included members from the Southern Movement. However, this government was not recognized by most countries around the world.
A new cabinet was formed on November 28, 2016.
In December 2016, he made a statement. He accused the United Kingdom of helping in war crimes against Yemen. He said they were providing bombs to the Saudi-led coalition.
In April 2017, he offered to resign as prime minister. This happened after Houthi fighters reportedly took over a government office in Sana'a. They were said to have taken money meant for retired people.
