Alberto "Bert" Gatmaitan Romulo (born August 7, 1933) is a well-known Filipino politician and diplomat. He has held many important jobs in the Philippine government. These include being the executive secretary, finance secretary, foreign affairs secretary, and budget secretary. His last major role was leading the Department of Foreign Affairs. He served in this position before and during the early part of President Benigno Aquino III's time in office.

Early Life and Education

Alberto Romulo was born in Camiling, Tarlac. His parents came from the Pangasinan and Kapampangan regions. He studied to become a lawyer. He attended De La Salle University, Manuel L. Quezon University, and the University of Madrid.

A Career in Public Service

Starting in Politics

Romulo began his political career when he was elected as a member of the Regular Batasang Pambansa in 1984. He represented Quezon City at that time.

Serving Under President Aquino

After the 1986 EDSA People Power Revolution, Romulo joined the government of President Corazon Aquino. He became the interim Minister of the Budget during this important time of change.

Time as a Senator

From 1987 to 1998, Alberto Romulo served as a senator. During his time in the Senate, he was the Majority Leader for five years. As Majority Leader, he played a big part in helping the Senate President, Neptali Gonzales, Sr., manage the Senate's meetings and create new laws.

Key Cabinet Roles

In January 2001, Romulo was appointed as the finance secretary. This happened when President Gloria Macapagal Arroyo took office and chose her cabinet members. He left this job in May 2001. Later, Romulo was appointed as an executive secretary.

On August 18, 2004, he became the foreign secretary. He held this important position until February 25, 2011, serving under both President Arroyo and President Aquino. In 2007, he also served as the Chairman of the Association of Southeast Asian Nations (ASEAN).

Recent Role

In March 2017, Romulo was appointed as the chairman and director of the board of the Development Bank of the Philippines. He served in this role until December 22, 2022.
