Älihan Smaiylov (born 18 December 1972) is an important Kazakh politician. He served as the Prime Minister of Kazakhstan from 2022 to 2024. Before that, he was the First Deputy Prime Minister of Kazakhstan. He also worked as the Minister of Finance from 2018 to 2020.
In January 2022, President Kassym-Jomart Tokayev chose Smaiylov to be the acting prime minister during a time of public unrest. The country's parliament later fully approved his appointment. Since April 2024, he has been the Chairman of the Supreme Audit Chamber of Kazakhstan.

About Älihan Smaiylov
Early Life and Education
Älihan Smaiylov was born in Alma-Ata, which is now called Almaty, in Kazakhstan. He studied applied mathematics at the Al-Farabi Kazakh National University, graduating in 1994. Later, in 1996, he earned a master's degree in public administration from KIMEP University.
Career Highlights
Smaiylov began his career in 1993 at an investment fund. He then worked for the Almaty City Administration. From 1996 to 1998, he held various roles at the National Statistical Agency of Kazakhstan.
In 1999, he became the chairman of the Agency of Kazakhstan on Statistics. He later served as Vice Minister of Foreign Affairs and Vice Minister of Finance. From 2009 to 2014, he was again the chairman of the Agency of Kazakhstan on Statistics.
In 2015, Smaiylov became an Assistant to the President of Kazakhstan, Nursultan Nazarbayev. In 2018, he was appointed Minister of Finance. A year later, in 2019, he became the First Deputy Prime Minister of Kazakhstan. He continued to serve as Minister of Finance until May 2020.
In January 2023, Smaiylov was chosen to be the Chairman of the Board of Directors for the National Welfare Fund Samruk-Kazyna.

Becoming Prime Minister
On 5 January 2022, President Kassym-Jomart Tokayev appointed Älihan Smaiylov as the acting prime minister. This happened after the previous government resigned during a period of public unrest. On 11 January 2022, the Mäjilis, which is the lower house of Kazakhstan's parliament, approved Smaiylov as the new prime minister. All 89 members voted for him.
President Tokayev said that Smaiylov had a "correct" view on Kazakhstan's future economy. Smaiylov thanked everyone for their support and called it a "great responsibility." His government's main goals were to improve people's lives, keep the economy growing, and deal with the COVID-19 pandemic. They also worked to fix damage from the unrest.

Smaiylov's government focused on several key areas.
Responding to Wildfires
In response to the 2023 Kazakhstan wildfires, Smaiylov pushed for faster ways to find fires early in national parks. He asked for all national parks and forests to get these systems. He also ordered changes to how wildfires are fought. In July 2023, extra money was given to buy special gear for firefighters.
Resigning from Office
On 5 February 2024, Smaiylov and his government resigned. His deputy, Roman Sklyar, became the acting Prime Minister. The next day, Oljas Bektenov was officially appointed as the new Prime Minister.
Domestic Policies
COVID-19 Response
When COVID-19 cases increased in Kazakhstan, Smaiylov gave instructions to the Ministry of Healthcare. He asked them to increase testing and make sure hospitals were ready. He also wanted mobile medical teams to visit people at home and provide free medicines. He stressed the need for more people to get booster shots.
Economic Stability
In January 2022, the government approved a plan to help the economy after the unrest. This plan had 51 steps to restore order, rebuild buildings, and help people and businesses. It included increasing security, helping affected workers, and supporting victims' families. The plan also aimed to help with debt, housing, and stabilizing the money market. Smaiylov emphasized that the plan would increase incomes and reduce youth unemployment.
In March 2022, a program was started to increase people's incomes by 2025. It aimed to create new jobs in industry and farming. The goal was to help small and medium-sized businesses and reduce unemployment.
Price Control
To help people, Smaiylov ordered price limits on liquefied gas, gasoline, and diesel for 180 days starting in January 2022. This was done to control prices for important food items too. The price limits for fuel were extended until January 2023. In June 2023, new laws were passed to keep regulating gas prices.
Fighting Inflation
When prices started rising quickly, Smaiylov told government groups to increase food production. He also asked them to control how much stores could mark up prices. In February 2022, a plan was adopted to control and reduce inflation until 2024. This plan had 66 steps to boost production and improve how goods are moved around.
After the conflict in Ukraine, Kazakhstan's inflation rate went up sharply. Smaiylov said this was due to rising global food prices. He urged government bodies to work harder to control inflation.
