Bakhytzhan Abdiruly Sagintayev (born October 13, 1963) is a well-known politician from Kazakhstan. He served as the Prime Minister of Kazakhstan from September 2016 to February 2019. Later, he became the Äkim of Almaty, a major city, from June 2019 until January 2022. He was replaced after some public events affected the city.

Early Life and Education
Sagintayev was born in the village of Usharal. His father, Abdyr Sagintayev, was a veteran of World War II. He worked as the director of a sheep breeding plant.
In 1985, Bakhytzhan Sagintayev graduated from Kazakh State University. He earned a degree in economics. After graduating, he became a lecturer at the Alma-Ata Institute of National Economy. From 1988 to 1992, he worked at the Kazakh State University. He started as an assistant and became an assistant professor of sociology. After Kazakhstan became independent, Sagintayev started his own business.
Political Career Journey
In 1998, Sagintayev began his political career as a deputy Äkim of the Jambyl Region. An Äkim is like a regional governor. From 1999 to 2002, he helped support small businesses in Kazakhstan. He also worked to regulate natural monopolies and protect fair competition.
From 2002 to 2004, he was the First Deputy Chairman of the Agency for Regulation of Natural Monopolies. In September 2004, he became the chairman of this agency.
In December 2007, Sagintayev was appointed as the Head of the Prime Minister's Office. He held this role until September 2008. Then, he became the Äkim of Pavlodar Region.
In January 2012, Sagintayev was appointed as the Minister of Economic Development and Trade. In September 2012, he became the First Deputy Chairman of the Nur Otan political party. In January 2013, he was appointed as the First Deputy Prime Minister of Kazakhstan and Minister of Regional Development.
Serving as Prime Minister (2016–2019)
On September 8, 2016, President Nursultan Nazarbayev nominated Sagintayev to be the Prime Minister of Kazakhstan. The next day, the Parliament approved his nomination. He also became the chairman of the Board of Directors of JSC Samruk-Kazyna, a large national wealth fund.
In November 2016, Sagintayev noticed a decrease in the number of pediatricians (children's doctors) in the country. He supported efforts to bring back pediatrics programs in Kazakh medical universities. He also asked for stricter checks on animal health services.
To control rising prices, he tried to prevent food prices from increasing in 2017. However, inflation still reached 7.1% that year. Sagintayev suggested that local leaders should be held responsible for the price increases.
Over time, President Nazarbayev began to criticize Sagintayev's government. In October 2018, the President even suggested replacing his cabinet. In January 2019, President Nazarbayev publicly criticized Sagintayev and his ministers.
In February 2019, a tragic fire in Astana killed five children from one family. This led to protests from mothers asking for better housing and support. Sagintayev expressed his sympathy and asked his cabinet to improve fire safety checks in homes.
Sagintayev continued as Prime Minister until February 21, 2019. His government was dismissed because of concerns about economic development. Askar Mamin replaced him.
After Being Prime Minister
After leaving the Prime Minister's role, Sagintayev took on new positions. On March 1, 2019, he became the State Secretary of Kazakhstan. Shortly after, on March 24, he became the head of the Presidential Administration of Kazakhstan.
Leading Almaty City (2019–2022)
On June 28, 2019, Sagintayev was appointed as the Äkim of Almaty. He aimed to make Almaty a "safe, comfortable, modern metropolis." He wanted every citizen to have a good life. He asked the police to analyze crime in the city and increase surveillance cameras. To fight crime, 32 new police posts were set up in different city districts.
In August 2019, Sagintayev announced on Instagram that the speed limit on Al-Farabi Avenue would return to 80 km/h. This change came after many citizens complained about the previous lower limit.
In August 2019, he also proposed planting at least a million new trees in Almaty. He planned to work with the government to reduce pollution from factories.
At the Almaty Investment Forum in November 2019, Sagintayev said Almaty should be among the top 100 best cities globally. He wanted it to be great for living and business, using San Francisco as an example.
Sagintayev considered the "New Almaty" project very important. This project aimed to develop areas on the city's outskirts, attracting significant investments.
In December 2020, Sagintayev announced that Almaty's economy had become stable. He believed the city could recover quickly after the global health situation. He also mentioned that the Almaty Light Rail project was still being planned.
In January 2022, there was discussion about Sagintayev possibly being dismissed. President Tokayev mentioned that he would consider the mood of Almaty residents. On January 31, Sagintayev's dismissal was made public. He was replaced by Erbolat Dosaev.
Managing the COVID-19 Situation
When the COVID-19 outbreak began in March 2020, 27 roadblocks were set up around Almaty. These prevented people from entering or leaving the city. On April 4, 2020, Sagintayev approved building a new hospital for infectious diseases, which opened on April 24. On April 16, he announced that large public events, including sports, would be canceled until June 30.
In May 2020, after some restrictions were eased, religious places and shops started to reopen with safety measures. Roadblocks were removed on June 1, 2020. Sagintayev urged all Almaty residents to wear face coverings. However, after a rise in cases, stricter rules were put in place. Working hours were cut, and government employees worked from home. By September 2, 2020, Sagintayev announced that the situation had stabilized. He continued to ask citizens to wear masks to prevent more cases. In October 2020, he warned of a possible second wave of infections. He stated that the city was ready to handle new cases if needed.
Following another increase in cases, Sagintayev announced new restrictions. He noted that the city would not go into a full lockdown unless there was a very high daily increase in hospitalizations.
During the 2022 Events
During the 2022 events in Kazakhstan, Sagintayev spoke to Almaty residents. He stated that authorities had taken control of the city. He urged everyone not to participate in "provocations and lawlessness" after riots started on January 4, 2022. A state of emergency was then declared.
Despite Sagintayev's words, the situation in Almaty worsened. There were reports of gunfire and widespread looting. Buildings were also burned down. It was reported that Sagintayev's car came under fire on January 6. His driver was hit, but Sagintayev was uninjured and managed to escape. Sagintayev later described this as an "organized terrorist action."
On January 8, Sagintayev reappeared after a few days out of public view. He instructed city officials to clear areas occupied by armed groups. He also worked to normalize food supplies and security.
After these events, a petition called for Sagintayev's dismissal. He was criticized for not boosting public morale and for being out of sight during the riots. In response, Sagintayev said that "every criticism is helpful." He emphasized his responsibility to ensure the city's essential services continued.
