Bakhytzhan Sagintayev (born 13 October 1963) is a politician from Kazakhstan. He served as the Prime Minister of Kazakhstan from 2016 to 2019. Later, he became the Äkim of Almaty (which means the leader of the city of Almaty) from 2019 until 2022. He has held many important roles in the government of Kazakhstan.

Early Life and Education
Bakhytzhan Sagintayev was born in a village called Usharal. His father, Abdyr Sagintayev, was a veteran of World War II. He worked as a director at a sheep breeding farm.
In 1985, Sagintayev finished his studies at Kazakh State University. He earned a degree in economics. After graduating, he started working as a lecturer at the Alma-Ata Institute of National Economy. From 1988 to 1992, he continued his work at the Kazakh State University. After Kazakhstan became independent from the Soviet Union, Sagintayev also worked in business.
Political Journey
Sagintayev began his political career in 1998. He was appointed as the deputy leader (akim) of the Jambyl Region. From 1999 to 2002, he helped support small businesses and regulate natural monopolies in Kazakhstan. He then served as the First Deputy Chairman of the Agency for Regulation of Natural Monopolies and Competition Protection from 2002 to 2004. In 2004, he became the chairman of this agency.
In 2007, Sagintayev was appointed as the Head of the Prime Minister's Office. He held this position until 2008. After that, he became the leader (akim) of Pavlodar Region.
In 2012, Sagintayev was appointed as the Minister of Economic Development and Trade. Later that year, he became the First Deputy Chairman of the Nur Otan political party. In 2013, he took on two more important roles: First Deputy Prime Minister and Minister of Regional Development.
Prime Minister of Kazakhstan (2016–2019)
On 8 September 2016, President Nursultan Nazarbayev suggested Bakhytzhan Sagintayev to be the new Prime Minister of Kazakhstan. The next day, the Parliament approved his appointment. He also became the chairman of the Board of Directors of JSC Samruk-Kazyna, a large state-owned company.
As Prime Minister, Sagintayev focused on several issues. In November 2016, he highlighted the need for more pediatricians (doctors for children) in the country. He supported bringing back pediatrics studies in medical universities. He also worked to improve veterinary services and track animal burial sites.
He tried to control the rising prices of food in 2017. Even with his efforts, inflation reached 7.1% that year. He encouraged local leaders (äkıms) to take action against rising food costs.
President Nazarbayev sometimes expressed concerns about Sagintayev's government. In 2019, the government was dismissed because of challenges in economic development. Sagintayev was replaced by Askar Mamin.
After Being Prime Minister
After his time as Prime Minister, Sagintayev continued to serve in important government roles. In March 2019, he became the State Secretary of Kazakhstan. Shortly after, he became the head of the Presidential Administration of Kazakhstan.
Leader of Almaty (2019–2022)
On 28 June 2019, Sagintayev was appointed as the akim (leader) of Almaty. He aimed to make Almaty a "safe, comfortable, modern metropolis." He asked the police to improve safety and increase surveillance cameras. As a result, 32 new police posts were set up in the city.
In August 2019, he announced a change to the speed limit on Al-Farabi Avenue. It was increased from 60 km/h back to 80 km/h after many citizens complained. In the same month, he proposed planting at least a million new trees in Almaty. He also planned to work on reducing air pollution from factories.
At an investment forum in November 2019, Sagintayev said Almaty should be among the top 100 best cities globally for quality of life and business. He used San Francisco as an example. He also focused on the "New Almaty" project, which aimed to develop areas on the city's outskirts.
In December 2020, Sagintayev stated that Almaty's economy had become stable. He believed the city could recover quickly after the pandemic and remain an international investment hub. He also mentioned that the Almaty Light Rail project was still moving forward.
On 31 January 2022, Sagintayev was dismissed from his role as akim of Almaty. He was transferred to another job. Erbolat Dosaev replaced him.
COVID-19 in Almaty
When the COVID-19 outbreak began in March 2020, Almaty had 27 roadblocks installed. These blocks prevented people from entering or leaving the city. In April 2020, Sagintayev approved building a new hospital for infectious diseases, which opened quickly. He also announced that large gatherings, like sports events, would be canceled.
In May 2020, some lockdown rules were eased. Shops and religious places reopened with safety measures. Roadblocks were removed in June 2020, and Sagintayev urged everyone to wear face masks. However, as cases increased, stricter measures were put in place again. By September 2020, he announced the situation was stable. He continued to remind citizens to wear masks. In October 2020, he warned of a possible second wave of infections. He stated that Almaty was ready to handle new cases.
2022 Kazakh Unrest
During the 2022 Kazakh unrest in January 2022, Sagintayev spoke to Almaty residents. He said the city was under control and asked people not to join in "provocations and lawlessness." This was after riots started on 4 January, leading to a state of emergency.
Despite his words, the unrest in Almaty worsened. There were gunfights, looting, and buildings were burned. Sagintayev later said that an incident where his car was shot at was an assassination attempt. He described the events as "organized terrorist actions."
A few days later, Sagintayev reappeared at a meeting. He instructed city officials to clear areas taken over by armed groups. He also worked to normalize food supplies and improve security. After the unrest, some people called for his dismissal. Sagintayev responded by saying that "every criticism is helpful." He believed his responsibility was to keep the city's essential services running.
