Arnulfo Palma Fuentebella (born October 29, 1945 – died September 9, 2020) was an important leader in the Philippines. He served as the Speaker of the Philippine House of Representatives from 2000 to 2001. He was also a representative for the Camarines Sur province, specifically the 3rd (later 4th) district, known as the Partido district.

His Early Life and Education
Arnulfo "Noli" Fuentebella was born on October 29, 1945, in Camarines Sur. His parents were Felix A. Fuentebella, who was also a representative and governor, and Rita Palma.
He grew up in his home province. Arnulfo spent much of his younger years in scouting, reaching the rank of Life Scout. When he was 15, he represented the Philippines at the 50th anniversary of the Boy Scouts of America in 1960. He was also a member of Alpha Phi Omega, a fraternity linked to scouting.
Arnulfo studied law at the University of the Philippines. He graduated in 1970, ranking 7th in his class. The next year, in 1971, he successfully passed the Bar Exams to become a lawyer.
His Political Career
After becoming a lawyer, Fuentebella worked in law and banking. His political journey began when President Ferdinand Marcos asked him to run for Congress. This was for the Interim Batasang Pambansa (IBP), which was a temporary parliament.
He won the election and served as an assemblyman in the IBP from 1978 to 1984. After this, he lived in New York for a while and became a lawyer there. He returned to politics in 1992.
Fuentebella was elected as a Congressman three times in a row, serving from 1992 to 2001.
Becoming Speaker of the House
In 2000, Arnulfo Fuentebella was chosen to be the Speaker of the Philippine House of Representatives. This happened after the previous Speaker, Manuel Villar, Jr., forwarded the papers to remove President Joseph Estrada from office.
Fuentebella was elected Speaker by allies of President Estrada in the House of Representatives of the Philippines.
On January 20, 2001, during the Second EDSA Revolution, President Estrada left the Malacañang Palace. Vice President Gloria Macapagal Arroyo then became the new president. Speaker Fuentebella was there when she took her oath.
A few days later, on January 24, allies of President Arroyo voted to replace Fuentebella. Feliciano Belmonte Jr. became the new Speaker.
After Being Speaker
After serving his maximum three terms as a congressman, his son, Felix William, took over his position for one term (2001–2004). During this time, Arnulfo Fuentebella took advanced courses at Harvard University.
He ran for Congress again and won three more terms, serving from 2004 to 2013. During this period, he worked on a plan to create a new province called Nueva Camarines. This new province would include the fourth and fifth districts of Camarines Sur.
In the 14th Congress of the Philippines, Fuentebella was also elected as Deputy Speaker of the House of Representatives of the Philippines for Luzon.
His Passing
Arnulfo Fuentebella passed away on September 9, 2020. His son shared that he died from heart failure. He had been dealing with kidney disease for almost two years.
