Cecil Martin was born in Chicago, Illinois. He went to Evanston Township High School in Illinois. After high school, he played college football for the Wisconsin Badgers. He played for the team from 1995 to 1999. During his college career, he played in three important bowl games. These were the 1996 Copper Bowl, 1998 Outback Bowl, and 1999 Rose Bowl. His team won the Copper Bowl in 1996 and the Rose Bowl in 1999.

In 1999, Cecil Martin was chosen in the 1999 NFL draft. The Philadelphia Eagles picked him in the sixth round. He quickly became a starting player for the Eagles.
