David C. O’Neal (born January 24, 1937 – died July 10, 2021) was an American politician. He served as the 41st Lieutenant Governor of Illinois from 1977 to 1981. Before that, he was the Sheriff of Saint Clair County, Illinois, for six years. He was the first Republican to hold that sheriff's job in twenty years!

David O’Neal was born in Belleville, Illinois, on January 24, 1937. He went to the St. Louis College of Pharmacy. Before he became a politician, he worked as a pharmacist and a businessman. He also served in the United States Marine Corps.

O'Neal was recognized for his hard work. In 1971, he was named the "Outstanding Young Republican of Illinois." A few years later, in 1975, he was chosen as the "Outstanding Young Republican of the United States." In 1977, he received an award for being a "Distinguished Pharmacist." He also enjoyed sports like tennis, golf, bowling, and motorcycling.

As Lieutenant Governor of Illinois, David O’Neal worked hard to help people. He created a group called the Senior Legislative Forum. This group helped senior citizens across Illinois.
