Domingo Cabello y Robles (born 1725) was a Spanish military officer. He served as a governor in different parts of the Viceroyalty of New Spain. He was the governor of Nicaragua from 1764 to 1776. Later, he governed Texas from 1778 to 1786. He also had a short term as governor of Cuba from 1789 to 1790. Some of his decisions in Texas were not very popular.

Early Life and Military Career

Domingo Cabello y Robles was born in León, Spain, around the year 1725. When he was young, he joined the Royal Spanish Army in Leon. He quickly became an officer. In 1741, he joined an infantry group as a Lieutenant.

In 1742, he traveled to Santiago de Cuba. His ship was attacked by an English warship. He returned to Spain in 1749. Soon after, the King sent him back to Cuba. He became a commander of a large group of soldiers. These soldiers protected Cuba and Florida. In 1762, he helped defeat the British. They had tried to take over Havana. After this success, the king made him the governor of Nicaragua. He officially started this job on December 12, 1764. His time as governor there ended on July 20, 1776.

Governor of Texas

On October 29, 1778, Cabello became the temporary governor of Texas. At first, he helped the Lipan Apache people. They were fighting against the Comanches. The Comanches were very strong. They often raided Spanish lands. Cabello wanted to stop these attacks. So, he asked Pedro Vial and Francisco Xavier Chavez to talk to the Comanches.

In October 1785, the Spanish and Comanches signed a peace treaty. This brought peace to the northern border until Cabello's time as governor ended. However, the Apaches were still a problem in the South. Their lands reached all the way to Pecos.

Before Cabello, the previous governor, Ripperdá, had left many people in Texas struggling. Also, too many animal products were being exported. This led to a shortage of livestock. Many families in Texas made money from animal products. To keep doing this, some started cattle raiding. Cabello tried to control exports. He also tried to stop illegal exports. On July 10, 1783, he created a new law called the "Bando." This law set rules for moving cattle that were not branded. It also set rules for rounding up and branding animals.

Cabello made several changes and improvements in Texas. He created a new province. This province joined Texas with Guadalajara. Texas used to be part of Mexico's main court system. Later, many people from Bucareli moved to Nacogdoches. This new town was in Hasinai lands. Cabello also started a monthly mail service. This service connected Texas with the Provincias Internas (Internal Provinces). In 1786, Pedro Vial led a trip. His goal was to find a direct route between the capital of Texas and Santa Fe, New Mexico. Cabello finished his term as governor on December 3, 1786.

Later Years and Recognition

After he left his role in Texas, some farmers complained about Cabello. They said his rules were unfair. They also said he stopped them from using unbranded cattle. Even though he faced criticism, the king thought highly of him. Cabello did not find out about these complaints until 1790.

However, between 1787 and 1795, he held other important military and political jobs. He was governor of Cuba from 1789 to 1790. He also served as the king's lieutenant in Havana. He was also a deputy inspector of troops in Cuba. In 1797, he became a Field Marshal in the Spanish army.
