Frances Winfield was born in Saint Paul, Minnesota in 1942. She grew up in St. Louis and Old Greenwich, Connecticut. She met her future husband, Paul Bremer, at a Dixieland music concert. They were college sweethearts and married in 1966.

Paul Bremer worked for the United States Department of State. This is a part of the U.S. government that handles relationships with other countries. He held important roles. These included being the Administrator of the Coalition Provisional Authority in Iraq. He was also the United States Ambassador to the Netherlands.
Frances Winfield was a devoted Roman Catholic. She and her husband helped at their local church in Maryland. They had two adult children together.
