Frank Charles Carlucci III (October 18, 1930 – June 3, 2018) was an important American politician and diplomat. He served as the United States Secretary of Defense from 1987 to 1989 under President Ronald Reagan. He was the first Italian American to hold this high position.
Carlucci held many senior government jobs. He was the Director of the Office of Economic Opportunity during the Nixon administration. He also served as Deputy Director of the CIA under President Jimmy Carter. Later, he was Deputy Secretary of Defense and National Security Advisor for President Reagan.

Early Life and Education
Frank Carlucci was born in Scranton, Pennsylvania. His father worked as an insurance broker. His family had roots in Italy and Switzerland.
After finishing high school in 1948, Carlucci went to Princeton University. He earned a degree in 1952. He then studied at Harvard Business School. Carlucci also served as an officer in the US Navy from 1952 to 1954. After his Navy service, he joined the US Foreign Service. He worked for the US State Department from 1956 to 1969.
Early Career Highlights
In 1961, Carlucci worked at the U.S. Embassy in Congo. This was during a time of political trouble in Congo.
A movie made in 2000, Lumumba, showed Carlucci as being involved in the death of Congo's first prime minister, Patrice Lumumba. Carlucci strongly denied these claims. He even went to court to stop his name from being used in the film when it was released in the United States.
Serving in Presidential Administrations
In 1969, President Richard Nixon asked Carlucci to work for the Office of Economic Opportunity (OEO). This agency was created to help fight poverty in the U.S. Carlucci later became an Undersecretary in the Department of Health, Education and Welfare.
In 1972, a huge flood caused by Hurricane Agnes hit Pennsylvania. President Nixon chose Carlucci to lead the federal response. Carlucci was praised for his effective work in helping the affected areas.
Carlucci became the U.S. Ambassador to Portugal in 1974. He served there until 1977. The Carlucci American International School of Lisbon, an American school in Portugal, is named after him. In 2019, the official home of the U.S. Ambassador in Lisbon was also named in his honor.
From 1978 to 1981, Carlucci was the Deputy Director of the CIA.
Leading at the Department of Defense
Carlucci served as the United States Deputy Secretary of Defense from 1981 to 1983. He then became the United States National Security Advisor from 1986 to 1987. During this time, he appointed Colin Powell as his deputy. Powell later became Carlucci's successor in that role.
Carlucci became the US Secretary of Defense in 1987. He took over after Caspar Weinberger resigned due to his involvement in the Iran-Contra Affair. Carlucci held this position until President Reagan's term ended in 1989. As Secretary of Defense, Carlucci believed in strengthening the U.S. military. He thought this would help bring an end to the Cold War, and President Reagan agreed with this approach.
Later Life and Work
After leaving government, Carlucci became involved in business. He served as chairman of the Carlyle Group, a large investment firm, from 1992 to 2003. He also had roles with other companies like General Dynamics and Nortel.
Carlucci was also part of several organizations. He was involved with the Project for the New American Century (PNAC), a conservative group. He was also Chairman Emeritus of the US-Taiwan Business Council. He served on the Board of Trustees for the RAND Corporation, which is a research organization.
Personal Life and Passing
Frank Carlucci was married twice. He had two children with his first wife, Billie Jean Anthony. He later married Marcia McMillan Myers in 1976, and they had one daughter.
Carlucci passed away on June 3, 2018, at his home in McLean, Virginia. He was 87 years old and had been dealing with Parkinson's disease. He is buried at Arlington National Cemetery.
