Gombojavyn Zandanshatar (Mongolian: Гомбожавын Занданшатар) is a well-known politician from Mongolia. He was born on March 8, 1970. He served as the Prime Minister of Mongolia from June 13, 2025, until he resigned on March 27, 2026. After his resignation, he continued as a temporary leader until March 31, 2026. Then, Nyam-Osoryn Uchral took over as the new Prime Minister.
Mr. Zandanshatar is a member of the Mongolian People's Party. He was also the Chairman of the State Great Khural, which is like Mongolia's parliament, from 2019 to 2024. He first became involved in politics in 2003. He served as a Deputy Minister and later as the Minister of Foreign Affairs and Trade.
In June 2025, the previous Prime Minister resigned after a vote of no confidence and public concerns. President Ukhnaagiin Khürelsükh then suggested Mr. Zandanshatar for the role of Prime Minister. The parliament, called the State Great Khural, confirmed his appointment.

Early Life and Education
Gombojavyn Zandanshatar was born in Baatsagaan, Mongolia, on March 8, 1970. He finished secondary school in 1987. He studied financial economics at Irkutsk State University from 1987 to 1992. Later, he earned a master's degree from Maastricht University.
Career Journey
Working in Finance and Academia
From 1992 to 1995, Mr. Zandanshatar worked as a researcher at the University of Finance and Economics. He also had a career in banking. He worked at Agricultural Bank and was a deputy director at Khan Bank. Later, he worked at the Bank of Mongolia. Between 2014 and 2016, he was a visiting researcher at Stanford University. He also led the Mongolian Chess Federation.
Serving in the State Great Khural
In 2004, Mr. Zandanshatar was elected to the State Great Khural. This is Mongolia's main law-making body, similar to a parliament. Before that, from 2003 to 2004, he was a Deputy Minister for Food and Agriculture. From 2009 to 2012, he served as the Minister of Foreign Affairs and Trade. He also worked as the Chief Cabinet Secretary of Mongolia from 2017 to 2019.
He returned to politics in 2016 and was elected to the State Great Khural again. He was the chairman of the State Great Khural from 2019 to 2024. After the 2024 elections, he worked as the Chief of Staff for the President's Office until June 2025.
Prime Minister of Mongolia (2025–2026)
The previous Prime Minister, Luvsannamsrain Oyun-Erdene, resigned on June 3, 2025. This happened after public concerns and a vote of no confidence in parliament. On June 12, Mr. Zandanshatar was chosen to replace him. He was officially appointed as the 32nd Prime Minister of Mongolia on June 13.
On June 18, a new government was formed. It was a coalition government led by Mr. Zandanshatar. It included the Mongolian People's Party, the HUN Party, and the Civil Will–Green Party. This new government had 19 ministers.
Managing the Economy
When Mr. Zandanshatar became Prime Minister, he focused on the country's budget. He said the 2025 budget needed to be reduced by $640 million. The 2025 budget had been one of the most expensive in Mongolia's modern history. President Ukhnaagiin Khürelsükh had even vetoed it earlier, asking for a budget without a deficit.
Mr. Zandanshatar's government aimed to save money. They announced cuts of ₮2.3 trillion MNT from the budget in July. This helped turn a possible deficit into a surplus. Mongolia's foreign exchange reserves grew to $5.7 billion USD. The country's economic growth (GDP) also increased from 2.4% to 5.6%. This growth was largely due to rising copper exports. Copper made up 37.6% of Mongolia's total exports in the first eight months of 2025.
Political Challenges
In early 2025, there were disagreements within the ruling Mongolian People's Party. These challenges arose after the previous Prime Minister resigned. Mr. Zandanshatar was nominated by President Khürelsükh to become the next Prime Minister.
Later, in September, more disagreements happened within the party. This was during a meeting to choose the party's chairman. Mr. Zandanshatar and another leader, Speaker Dashzegviin Amarbayasgalan, both ran for the position. Neither of them got enough votes in the first round. Mr. Zandanshatar and his supporters did not participate in the second round. Speaker Amarbayasgalan then won the election.
On October 17, 2025, the parliament voted to remove Mr. Zandanshatar as Prime Minister. His time in office lasted 125 days. This made him the shortest-serving prime minister in Mongolia's modern history. He was to stay on as a temporary leader until a new one was chosen.
However, on October 20, President Khürelsükh rejected this decision. He said there were mistakes in the process. Three days later, the Constitutional Court agreed. They ruled that the parliament's vote was against the country's constitution.
On October 29, Sainbuyangiin Amarsaikhan, who was the First Deputy Prime Minister, resigned. He stated that he believed the government was undermining democracy. Mr. Zandanshatar then officially dismissed him.
Resignation from Office
On December 17, 2025, the appointment of 17 deputy ministers caused further political issues. The Democratic Party, which is an opposition party, began efforts to remove Mr. Zandanshatar's government. They gathered enough signatures to propose his dismissal.
When the parliament started its spring session on March 16, 2026, the Democratic Party boycotted the meetings. They argued that the leader of the ruling party should not lead parliament. Even though the Mongolian People’s Party had enough seats, disagreements within the party stopped parliament from working.
To avoid more delays, Mr. Zandanshatar resigned on March 27, 2026. He said it was important for the country's stability. Later that day, the State Great Khural accepted his resignation. He remained in office until a new prime minister was appointed.
On March 29, Nyam-Osoryn Uchral was nominated to succeed Mr. Zandanshatar. The State Great Khural confirmed him on March 30. Mr. Zandanshatar formally handed over his duties to Mr. Uchral that same night.
