Ivan Stepanovych Plyushch (Ukrainian: Іван Степанович Плющ; September 11, 1941 – June 25, 2014) was an important Ukrainian politician. He was well-known for serving three times as the Chairman of the Verkhovna Rada, which is the official name for the parliament of Ukraine. His terms as Chairman were from July 9 to July 23, 1990 (acting), from December 5, 1991, to May 11, 1994, and from February 1, 2000, to May 14, 2002.

Early Life and Career
Ivan Plyushch was born on September 11, 1941, in a town called Borzna in the Chernihiv Oblast region of Ukraine. After finishing Borzna Agricultural College in 1959, he began his career. He worked as an agronomist, which is an expert in soil and crop production. He also managed parts of state farms (called radhosp) and collective farms (called kolhosp) in the Baryshivka Raion area.
Between 1967 and 1974, Plyushch led the Kirov collective farm and the Lenin state farm, both in Baryshivka Raion.
Political Journey in Kyiv
From 1975 to 1977, Ivan Plyushch worked in Kyiv. He was a vice-deputy for a regional committee of the Communist Party of Ukraine in Kyiv Oblast. He then spent time studying in Moscow at the Communist Party Academy of Social Science from 1977 to 1979.
After his studies, he continued his work in Kyiv within the Communist Party divisions of Kyiv Oblast. In 1984, he became the vice-head and later the head of the Kyiv Oblast Administration. By 1990, he was elected to lead the Kyiv Oblast Rada, which is the regional council.
Serving in Ukraine's Parliament
In 1990, Ivan Plyushch was elected to the Supreme Council of Ukraine, the country's main legislative body. He served in the parliament for four terms in a row. He held the important position of Chairman of the Supreme Council three different times:
- From July 9 to July 23, 1990 (as acting Chairman)
- From December 5, 1991, to May 11, 1994
- From February 1, 2000, to May 14, 2002
Presidential Election and Later Roles
In 1994, Ivan Stepanovych ran in the 1994 Ukrainian presidential election. He received 1.29% of the votes, placing 6th among 7 candidates. Leonid Kuchma was elected as the President of Ukraine in that election.
In the 2006 Ukrainian parliamentary election, Plyushch led an election group called the Ukrainian National Bloc of Kostenko and Plyushch. However, his group did not get enough votes (they needed 3% but got 1.87%) to win seats in the parliament.
In May 2007, President Viktor Yushchenko appointed Plyushch as the secretary of the Ukrainian National Security and Defence Council. Plyushch believed this council should handle many important areas, including economic, environmental, and energy safety, not just military matters. This role helped the President try to have more control over the government led by Prime Minister Viktor Yanukovych.
In the 2007 Ukrainian parliamentary election, Plyushch was elected as a candidate for the President's Our Ukraine–People's Self-Defense Bloc. He did not agree with forming a coalition (a political alliance) with the Yulia Tymoshenko Bloc. Because of this, President Yushchenko removed him from his role as Secretary of the National Security and Defense Council of Ukraine in November 2007. Soon after, Yulia Tymoshenko replaced Viktor Yanukovych as Prime Minister of Ukraine.
In February 2011, Plyushch became a founding member of a new political group called Reforms for the Future. He did not run in the 2012 Ukrainian parliamentary election.
Ivan Plyushch passed away on June 25, 2014, at the age of 72, after a long illness.
Awards and Recognition
Ivan Plyushch received several high honors for his service to Ukraine:
- Hero of Ukraine with the Order of the State (2001) – This is Ukraine's highest national title.
- The Order of Prince Yaroslav the Wise 5th (1996), 4th (2007), and 3rd (2011) Class – An award for outstanding service to the state.
- Cross of Ivan Mazepa (2010) – An award for significant contributions to Ukraine.
