James Kerrigan (born December 25, 1828 – died November 1, 1899) was a U.S. Representative from New York State. He was born in New York City. He finished his early studies and went to Fordham College.

Early Life and Military Service

James Kerrigan began his career serving his country. He was part of the First Regiment, New York Volunteer Infantry. This was during the Mexican–American War. After this war, he joined an expedition to Nicaragua. This was led by William Walker. Kerrigan was a captain on this trip. For a short time, he even served as the local leader, or alcalde, of Nicaragua's capital city.

Local Politics and the Civil War

After his time in Nicaragua, Kerrigan came back to New York City. He was elected as an alderman for his local area. This meant he helped make decisions for the city. He also worked as a clerk for the Manhattan Police Court.

When the American Civil War began, Kerrigan helped organize a group of soldiers. He became a Colonel in the Union Army. His group was the 25th New York Volunteer Infantry Regiment. He served from May 1861 until February 1862. After this time, he stopped serving as a colonel.

Time in Congress

Kerrigan was elected to the United States House of Representatives. He served in the Thirty-seventh Congress from 1861 to 1863. He was an Independent Democrat. During his time in Congress, he spoke out against a bill. This bill was about ending slavery in Missouri. He spoke for too long and was asked to leave the House floor.

Later Life and Legacy

After leaving Congress, James Kerrigan became very interested in Irish independence. In 1866, he led a group across the border during a plan to invade Canada. In 1867, he commanded a ship called Erin's Hope. This ship delivered weapons and supplies to the coast of Ireland. He also went on a trip to Alaska in 1899. He returned from this trip in poor health.

James Kerrigan passed away in Brooklyn, New York, on November 1, 1899. He was buried in Saint Raymond's Cemetery.
