José María Balbino Venancio Samper Agudelo (born March 31, 1828 – died July 22, 1888) was an important Colombian figure. He was a lawyer, a politician, and a very busy writer. He wrote many different kinds of books and articles.

His sister, Agripina, married a well-known writer named Manuel Ancízar Basterra. His older brother, Miguel, was a successful businessman and politician. Miguel was also the great-grandfather of a future Colombian president, Ernesto Samper Pizano.

José María Samper married Elvira Levi Espina in 1851. Sadly, she passed away in 1852. They did not have any children.

Later, on May 5, 1855, he married Soledad Acosta Kemble. She was also a famous writer and journalist. Together, they had four daughters. Their daughter, Bertilda, became a nun and wrote poetry, just like her parents. Two of their daughters, Carolina and María Josefa, passed away when they were young in 1872. Their youngest daughter was Blanca Leonor.
