Juan Alberto Belloch (born in 1950) is a Spanish judge and politician. He is a member of the Socialist Party. He has held important roles in the Spanish government. From June 2003 to June 2015, he served as the mayor of Zaragoza, a major city in Spain.

Early Life and Education
Juan Alberto Belloch was born in 1950 in Mora de Rubielos. This town is located in the Teruel Province of Spain. He studied law at the University of Barcelona. He earned his law degree there.
Career as a Judge and Politician
Starting as a Judge
Belloch began his career as a judge in the Basque Country. He helped create an organization called Judges for Democracy. This group worked to support democratic values within the justice system. He was an active member until 1990. In 1984, he also started an association focused on human rights. Later, he became the president of the provincial court in Vizcaya. In 1990, he was chosen to be part of the General Council of the Judiciary. This council helps manage the courts in Spain.
Serving as a Government Minister
Juan Alberto Belloch joined the Socialist Party of Spain. On 14 July 1993, he was appointed as the Minister of Justice. He joined the government led by Prime Minister Felipe Gonzalez. Even though he was a minister, he was considered an independent member of the cabinet. He served in this role until 6 May 1996.
On 5 May 1994, he also became the Minister of Interior. He took over from Antoni Asunción Hernández. This meant he was in charge of both the Justice and Interior ministries at the same time. As Interior Minister, he worked to make the ministry more transparent. During his time, some past issues were uncovered, leading to investigations. He remained in office until 6 May 1996. Jaime Mayor Oreja then took over his position.
Roles in Parliament and as Mayor
After his time as a minister, Belloch became a member of the Spanish Parliament in 1996. He represented the Zaragoza province and served until 2000. From 2000 to 2004, he was a senator for Zaragoza. A senator is a member of the upper house of parliament.
Later, he became a councilman in Zaragoza. In June 2003, he ran for mayor of Zaragoza and won. He was re-elected as mayor in 2007 and again in 2011. As mayor, he worked on several big projects for the city. In 2008, he became the chairman of an association for cities that host international events. He tried to make Zaragoza the European Capital of Culture for 2016. He also worked to bring the the Winter Olympics to Zaragoza in 2022. In the municipal elections in May 2015, he lost the election. Pedro Santisteve was then elected as the new mayor of Zaragoza.
