Julien Xavier Neals was born on January 1, 1965. He is an American lawyer who now serves as a United States district judge. He works for the United States District Court for the District of New Jersey. This court handles important legal cases in New Jersey.

Education and Early Career

Learning to Be a Lawyer

Julien Neals studied at Morehouse College, where he earned a Bachelor of Arts degree in 1986. After that, he went to Emory University School of Law. He received his law degree, called a Juris Doctor, in 1991.

Starting His Legal Journey

After law school, Mr. Neals began his career as a law clerk. He worked for Judge Seymour Margulies in Hudson County, New Jersey from 1991 to 1992. A law clerk helps a judge with legal research and writing.

Working as a Lawyer

From 1992 to 2006, and again in 2014, he worked at a law firm called Chasan, Leyner & Lamparello, P.C. This firm is in Secaucus, New Jersey. He started as an associate and later became a partner. He handled many different types of cases in both state and federal courts.

Public Service Roles

Mr. Neals also worked for the City of Newark for several years.

  • From 2006 to 2008, he was the Chief Judge of the Newark Municipal Court.
  • From 2008 to 2010, he served as Corporation Counsel, which means he was the city's main lawyer.
  • From 2010 to 2014, he was the Business Administrator for the city.

After his time in Newark, he became the County Counsel for Bergen County, New Jersey. He held this position from January 2015 until he became a judge.

Becoming a Federal Judge

First Nomination by President Obama

On February 26, 2015, President Barack Obama nominated Julien Neals to become a United States District Judge. He was nominated for a seat that became open when Judge Faith S. Hochberg retired.

The Judiciary Committee held a hearing for him on September 30, 2015. The committee voted to approve his nomination on November 5, 2015. However, the Senate Majority Leader at the time, Mitch McConnell, did not schedule a full Senate vote. Because of this, his nomination ended on January 3, 2017, when that session of Congress finished.

Second Nomination by President Biden

On March 30, 2021, President Joe Biden announced that he would nominate Julien Neals again. This time, he was nominated for the seat left open by Judge Bill Martini. Senator Cory Booker recommended him for the position.

His nomination was sent to the Senate on April 19, 2021. The Senate Judiciary Committee held another hearing on April 28, 2021. On May 20, 2021, the committee voted 16–6 to approve his nomination.

Confirmation and Judicial Service

The full United States Senate voted on his nomination on June 7, 2021. They voted 66–28 to move forward with the nomination. The next day, on June 8, 2021, the Senate confirmed him as a judge with a 66–33 vote. He officially became a judge and received his judicial commission on June 22, 2021.

Correcting an Opinion

On June 30, 2025, Judge Neals issued a legal opinion that contained some errors. After these mistakes were pointed out, Judge Neals quickly withdrew the opinion. This allowed for the corrections to be made.
