The Lieutenant Governor of Delhi is a very important person in the National Capital Territory of Delhi. Think of them as the main representative of the President of India in Delhi. This special job was created in November 1966. It happened after a law called The Delhi Administration Act, 1966, was passed.
Before this, Delhi had a different kind of government. The old Delhi Legislative Assembly was replaced by the Delhi Metropolitan Council. This Council had 56 elected members and 5 members chosen by others. The Lieutenant Governor of Delhi was in charge of this Council. However, this Council could not make laws. It only gave advice on how to run Delhi. This system continued until 1990. That's when the Assembly was brought back. The Lieutenant Governor kept their important role.
In 2021, a new law was passed by the Parliament of India. It was called The National Capital Territory of Delhi (Amendment) Bill, 2021. This law made it clear that when any law made by the Delhi Assembly mentions "Government," it means the Lieutenant Governor.
The person holding this important job right now is Vinai Kumar Saxena. He started on May 26, 2022. The official home for the Lieutenant Governor is called Raj Niwas. It is located in Civil Lines, Delhi.
Who are the Chief Commissioners?
Before the Lieutenant Governor, Delhi was led by a Chief Commissioner. This person was an officer from the Imperial Civil Service. They were in charge of Delhi before the Lieutenant Governor role was created.
