This article tells you about the important job of the Prime Minister of Togo. This role is also known as the President of the Council of Ministers. We will explore who has held this position since it started in 1960.
Togo has had fourteen Prime Ministers so far. Thirteen of them have been men, and one has been a woman. One person, Edem Kodjo, served as Prime Minister two separate times. The current Prime Minister is Faure Gnassingbé, who started his term on May 3, 2025.

History of the Prime Minister's Office
Challenges in 1991
In 1991, Joseph Kokou Koffigoh became Prime Minister. However, soldiers loyal to President Gnassingbé Eyadéma tried many times to remove him.
- On October 1, 1991, soldiers took over the national radio and TV station. They demanded that Prime Minister Koffigoh resign. He later announced that order was restored.
- On October 8, 1991, the soldiers tried to kidnap Koffigoh, but they were not successful.
- In November 1991, soldiers surrounded Koffigoh's home. They wanted his government replaced and demanded that President Eyadéma's party be allowed again. Koffigoh asked France for military help.
President Eyadéma publicly asked the soldiers to stop. He also suggested forming a new government. After some talks, the soldiers ended their siege. However, they soon started it again.
On December 3, 1991, the soldiers captured Koffigoh. This happened after a strong attack on his home with tanks and machine guns. Many people were hurt during this event. Koffigoh was then taken to meet President Eyadéma. Even though Koffigoh stayed in his job, his power was much less. A new government was formed later that month.
Changes to the Constitution in 2024
In March 2024, President Faure Gnassingbé announced a new constitution for Togo. This new constitution changed Togo from a presidential system to a federal parliamentary system.
This change means the President's powers are reduced. The Prime Minister's powers are increased. The Prime Minister's job is now called the President of the Council of Ministers. This new role has a maximum term of six years. The new constitution became law in April 2024 after the parliament voted for it.
What the Prime Minister Does
The President of Togo chooses the Prime Minister. The President can also end the Prime Minister's job.
The Prime Minister is the leader of the Government. They guide what the Government does. They also make sure the other government members work together. The Prime Minister leads defense meetings.
Before starting their job, the Prime Minister presents their Government's plan to the National Assembly. The National Assembly must approve the Prime Minister by a majority vote.
The Prime Minister makes sure that laws are followed. They can also give some of their duties to other ministers. Many official actions by the President must also be signed by the Prime Minister.
