By 1999, the Council started moving forward with the plans. A company called LandPro Corporation and the land owners kept pushing for the changes. They attended many Council meetings. Finally, in 2005, the land was officially set aside for homes. The Council also got land for things like drainage and sewer upgrades. Sydney Water completed the sewer work.
