Mikhail Innokentyevich Semyonov (Russian: Михаил Иннокентьевич Семёнов, 1938–2019) was an important figure in both industry and politics in Russia. He was born in the Irkutsk Oblast when it was part of the Soviet Union.
Mikhail Semyonov studied mining engineering and worked for many years in the mining industry. He started as an engineer and eventually became the head of a large tungsten-molybdenum plant in Buryatia. Later, he entered politics. He served as a deputy in the Supreme Soviet of the Soviet Union and then became a deputy chairman for the Council of Ministers of Buryatia. After the Soviet Union ended, he was elected three times as a deputy to the People's Khural of the Republic of Buryatia. He also served two terms as the chairman of the Khural. During his time as chairman, he helped create many new laws and government structures for Buryatia. He also supported important economic projects.
Mikhail Semyonov was also involved in other political roles. He was the Chairman of the Inter-Parliamentary Council for several regions. From 1996 to 2001, he represented Buryatia in the Federation Council, which is part of Russia's parliament. Even after retiring, he continued to advise the Khural's chairman. He received several awards for his work, including the Order of Honour.
Mikhail Semyonov's Early Life and Career
Mikhail Semyonov was born on November 26, 1938, in a village called Korsungai in the Irkutsk Oblast. He was one of eight children in his family. His father worked with machines, and his mother was active in the Communist Party. Two of his brothers also became miners.
In 1960, Mikhail Semyonov finished his studies at the Irkutsk Mining and Metallurgical Institute. He earned a degree in mining engineering. He started his career as an engineer in the Chita Oblast. Later, he became the chief engineer at a mine there. In 1965, he moved to Buryatia. He began working at the Dzhidinsky tungsten-molybdenum plant. Over 28 years, he worked his way up from a mining foreman to the head of the entire plant by 1980.
Mikhail Semyonov's Political Journey
Mikhail Semyonov first became a politician in the 1980s. He was elected as a deputy to the Supreme Soviet of the Soviet Union. He served in this role from 1984 to 1988. In 1988, he became the deputy chairman of the Council of Ministers of Buryatia.
After the Soviet Union broke apart, Semyonov continued his political career. He was elected three times as a deputy to the People's Khural of the Republic of Buryatia. He was first elected on June 30, 1994. Soon after, on July 21, 1994, he was chosen to be the chairman of the Khural. He served two terms as chairman. This was a very important time for Buryatia. During his leadership, many of the basic laws and government structures for the new Republic were created and put into action. He was re-elected as a deputy on July 5, 1998, and began his second term as chairman on July 20, 1998.
Semyonov worked to make Buryatia's economy stronger. He oversaw projects like building the Ulan-Ude thermal power station-2. He also helped with the fourth power unit of the Gusinoozyorskaya power station. Other important projects included building the Tugnuysky coal mine and a major power line between Irkutsk and Gusinoozyorsk. He also helped build new roads and a new telephone exchange in Ulan-Ude. He was also involved in creating a state-owned gold mining company called Buryatzoloto.
On March 10, 1999, Semyonov was elected Chairman of the Inter-Parliamentary Council. This council included representatives from the Agin-Buryat Autonomous Okrug, the Republic of Buryatia, and the Ust-Orda Buryat Autonomous Okrug. From January 1996 to December 2001, Semyonov was a member of the Federation Council. He worked on committees related to budget and social policy. In 2002, he began his third term as a deputy of the People's Khural, serving until 2007. After retiring, he continued to share his knowledge as an adviser to the Khural's chairman.
Mikhail Semyonov passed away on October 18, 2019, at the age of 80 after a long illness.
Awards and Family Life
Throughout his long career in both industry and politics, Mikhail Semyonov received many awards and honors. He was given the Order of Honour, the Order of the Red Banner of Labour, and the Medal "Veteran of Labour".
He also received special recognition from the State Duma and the Federation Council for his work in developing parliament. He earned a degree in legal sciences. He was given the honorary title of "Honoured Engineer of the Buryat Autonomous Soviet Socialist Republic." On June 25, 2014, the Head of the Republic of Buryatia awarded him the title of "Honoured Citizen of the Republic of Buryatia."
Mikhail Semyonov was married to Antonina Anatolyevna. They had two sons, Andrei and Yuri, and a daughter, Marina.
