The Organisation of the Commissioner for Philately and Scripophily was a special group set up in Moscow in 1922. Its main job was to handle philately (stamp collecting) and scripophily (collecting old bonds or paper money). A person named Feodor Chuchin was in charge of this organisation. It was created by a big government group called the All-Russian Central Executive Committee (VTsIK).

Helping People Through Stamps
This organisation was created to help people who were suffering from a terrible famine (a time when there isn't enough food). A group called the Central Famine Relief Committee (POMGOL) needed money to buy food and supplies.
Selling Stamps for Money
The government decided to sell postage stamps from the old Russian Empire and other new governments. They also sold old paper money. The goal was to get "hard currency" (money that is widely accepted and valuable, like gold or foreign money). This money would then be used to help those in need.
Feodor Chuchin was first named a special commissioner in 1921. His job was to manage stamp donations for POMGOL.
The Organisation Starts
In March 1922, the Organisation of the Commissioner for Philately and Scripophily officially started. Feodor Chuchin was put in charge of all its activities. This included selling stamps and old paper money both inside Soviet Russia and in other countries.
Selling these items was very profitable. For example, in November 1922, the organisation brought in 2,970,000 rubles. This money went to the government's finance office.
The Organisation of the Commissioner for Philately and Scripophily worked until 1926. After that, a new group took over called the Soviet Philatelic Association.
