Early Life and Education
Plamen Oresharski was born on 21 February 1960 in Dupnitsa, Bulgaria. He speaks English and Russian, besides his native Bulgarian. In 1985, he finished his studies at the University of National and World Economy.
Between 1988 and 1992, Oresharski earned a doctoral degree. His research was about "Investments and Investment Analysis." From 1993, he worked at the Ministry of Finance. He was in charge of the State Treasury and Debt. He also served on the board of the Bulgarian Stock Exchange – Sofia from 1995 to 1997. From 1997 to 2000, he was on the board of UniCredit Bulbank.
Political Career
When Ivan Kostov became Prime Minister in 1997, Oresharski worked as Deputy Minister of Finance. He held this job until 2001. After that, he taught at the Higher Institute of Finances and Economics. In 2003, he was suggested as a candidate for mayor of Sofia by the UDF. Later that year, Oresharski left the UDF. In 2004, he helped write economic reports for President Georgi Parvanov.
Serving as Finance Minister
Oresharski returned to politics in 2005. He became the Finance Minister in the government led by Sergei Stanishev and the Bulgarian Socialist Party. He stayed in this role until 2009. That's when Boyko Borisov became Prime Minister.
Becoming a Member of Parliament
In 2009, Oresharski was elected as a Member of Parliament (MP). He was on the list for the Bulgarian Socialist Party in Burgas.
Leading as Prime Minister
After the 2013 Bulgarian parliamentary election in May 2013, the GERB party won the most votes. However, they did not have enough support to form a government. So, the job was given to the second-place party, the Bulgarian Socialist Party (BSP). In May 2013, President Rosen Plevneliev asked Oresharski to form a new government for the BSP.
When Oresharski announced his proposed government, some people were not happy. This led to protests even before his government was officially approved. On May 28, green protesters organized a demonstration. Despite the protests, his government was approved by Parliament with a vote of 120 to 97. He officially became Prime Minister.
More protests happened on June 14, 2013. This was after a person named Delyan Peevski, who was a media figure, was appointed to lead Bulgaria's security agency. Many people were upset by this choice. Peevski resigned the next day, but the protests continued. People demanded that the entire government resign. These protests went on for about a year.
On June 30, 2014, a large bank in Bulgaria, KTB, faced problems. This led to the government's resignation. On August 4, 2014, Oresharski officially resigned as Prime Minister. This was a little over a year after he took office. The next day, Parliament voted to accept his government's resignation.
