How the President Is Chosen
The President of the Chamber of Deputies is chosen by the deputies themselves. They vote in a secret ballot, which means no one knows who voted for whom. To win, a candidate needs to get more than half of all the votes.
If no one gets enough votes in the first round, the two candidates with the most votes go into a second round. The person who gets the most votes in this second round wins the election. The last election for this position happened in November 2021.
What the President Does
The President of the Chamber of Deputies has several important jobs:
- Calls Meetings: They decide when the Chamber of Deputies will meet for its regular sessions or for special, urgent meetings.
- Leads Meetings: They are in charge of the Chamber's meetings, making sure everything runs smoothly and according to the rules.
- Represents the Chamber: They act as the main spokesperson for the Chamber of Deputies when dealing with the President, the Senate (the other part of Parliament), the Government, and the Constitutional Court.
- Handles Foreign Relations: They also represent the Chamber of Deputies when dealing with other countries.
- Acts as Temporary President: If the President of Romania cannot do their job, and the President of the Senate also cannot, then the President of the Chamber of Deputies temporarily takes over as President of the country. They continue to be the President of the Chamber of Deputies while acting as temporary President of Romania. They stay in this temporary role until a new President is elected or the original President returns to office.
A Look at History
The way Romania's Parliament is set up has changed over time.
Early Years (1862–1948)
From 1862 to 1948, the lower house of Parliament was called the Assembly of Deputies. For a short time, between 1946 and 1948, Romania had only one house in its Parliament, meaning the Senate was not active.
Communist Era (1948–1989)
During this period, the Parliament was known as the Great National Assembly.
After 1989 (1990–1992)
After 1989, Romania's Parliament went back to having two houses. The lower house was again called the Assembly of Deputies. This assembly was part of a larger group called the Constituent Assembly, which was tasked with writing Romania's new constitution. An elected president led this assembly.
Modern Era (1992–Present)
Once the new Constitution was approved, the Assembly of Deputies changed its name to the Chamber of Deputies. Since then, it has been led by a president, just like it is today.
