Marcel Ciolacu, born on November 28, 1967, is a Romanian politician. He was the prime minister of Romania from 2023 to 2025.

He first became involved in national politics in 2012. That year, he was elected as a deputy in the Parliament of Romania. In 2015, he became the leader of the Social Democratic Party (PSD) for Buzău County. Ciolacu became more widely known in 2018. He served as the Deputy Prime Minister in the government led by Prime Minister Mihai Tudose.

After the 2019 Romanian presidential election, Ciolacu was named the acting leader of the PSD on November 26, 2019. He was confirmed as the party's leader on August 22, 2020. Ciolacu led the party to win the 2020 Romanian legislative election. However, they could not form a government right away. Other parties formed a new government on December 23, 2020, and the PSD became an opposition party.

In 2021, a political crisis happened. This led to the previous government falling apart. Ciolacu then brought the PSD back into the government. They formed a new government with their former rivals, the National Liberal Party. This new group was called the National Coalition for Romania.

On November 25, 2024, Ciolacu announced he would step down as leader of the Social Democratic Party. This followed his result in the first round of the 2024 Romanian presidential election. However, he received support to stay on as party leader. After the 2024 Romanian parliamentary election on December 1, he was asked to form a new government and continue as Prime Minister.

Early Life and Education

Marcel Ciolacu was born in Buzău, Romania. His father, Ion Ciolacu, was a military pilot in the Romanian Air Force. His mother's family came from Tecuci, in north-eastern Romania.

In 1995, he earned a law degree from the Ecological University of Bucharest. In 2008, he attended a program at the National College of Defence in Bucharest. In 2012, he completed a master's program. This program focused on managing the public sector. He studied at the National University of Political Studies and Public Administration.

Political Career

Early Political Activity

Marcel Ciolacu became a member of the National Salvation Front in 1990. In the early 1990s, he became more involved in local politics. By 1996, he was a leader in the party's Youth Organisation.

In 2005, he was the temporary prefect of Buzău for several months. After that, he became a director at Urbis Serv. He then served as deputy mayor of Buzău from 2008 to 2012.

Ciolacu entered national politics in 2012. He was elected as a deputy in the Parliament of Romania. In 2015, he became the PSD president for Buzău County. He was re-elected to Parliament in 2016.

Deputy Prime Minister Role

In 2017, Ciolacu was named deputy prime minister. He served in the government led by Mihai Tudose. The previous prime minister, Sorin Grindeanu, had been removed from his position. This happened after a vote of no-confidence by the PSD.

Ciolacu became a close supporter of Prime Minister Tudose. In January 2018, Tudose tried to gain more control over his government. He asked for the resignation of his Interior Minister. Ciolacu publicly supported Tudose in this situation. Tudose later resigned, and Ciolacu also resigned from the government shortly after.

First Election as Chamber President

After leaving the government, Ciolacu returned to his role as a deputy in Parliament. He remained less visible for a while. On May 27, 2019, the previous President of the Chamber of Deputies left his position. Ciolacu then sought a leadership role in the party.

The new party leader, Viorica Dăncilă, offered to support Ciolacu. He accepted her offer to become the president of the Chamber of Deputies. On May 29, 2019, Ciolacu was voted the new head of the Chamber. He won with support from other parties.

Leader of the Social Democratic Party (PSD)

As the leader of the Lower Chamber, Ciolacu kept a quiet profile. In October 2019, a vote of no confidence removed the Dăncilă government from power. Ciolacu had supported Viorica Dăncilă in the presidential election. After her defeat, Ciolacu took control of the party.

On November 26, 2019, after a long meeting, Viorica Dăncilă resigned as Party Leader. Marcel Ciolacu became the acting leader. The party's Congress was planned for February 29, 2020. It was postponed due to the COVID-19 pandemic in Romania. The Congress eventually took place on August 22, 2020. Ciolacu was elected as the leader of the PSD. He won by a large margin.

Marcel Ciolacu became the Prime Minister of Romania on June 15, 2023. This was part of an agreement with the National Liberal Party. This agreement involved rotating the leadership of the government.

On September 2, 2024, the Ciolacu cabinet approved a plan. This plan was to send one of Romania’s air defense systems to Ukraine. This decision followed a series of attacks by Russian forces.

After the 2025 Romanian presidential election, Ciolacu announced that the PSD would leave the A.Ro group. He also resigned from his position as Prime Minister. This led to the government coalition breaking apart. He also stepped down as the leader of the PSD.

2024 Presidential Campaign

Ciolacu ran for president of Romania in the 2024 Romanian presidential election. He did not make it to the final round of voting. He placed third in the first round on November 24, 2024. He received 19.15% of the votes.

After not advancing, he announced his resignation as leader of the Social Democratic Party. However, he remained the Prime Minister until a new government was formed. Ciolacu later supported Elena Lasconi in the second round of the election.

Following the results of the 2024 Romanian parliamentary election on December 1, President Klaus Iohannis asked Ciolacu to remain as prime minister. He was asked to lead the new government.
