Ion-Marcel Ciolacu (born 28 November 1967) is a Romanian politician. He is currently the prime minister of Romania. He has also been the leader of the Social Democratic Party (PSD) since 2019.
Before becoming well-known across Romania, Ciolacu was a local politician from Buzău County. He became nationally recognized when he was named deputy prime minister in 2018.
After his party's leader lost the 2019 presidential election, Ciolacu became the temporary leader of the PSD. He was later officially confirmed as the party leader in 2020. He led the party to win the 2020 Romanian legislative election. However, they could not form a government right away.
In 2021, after a political problem, Ciolacu brought the PSD back into the government. They formed a new government with the National Liberal Party. This group was called the National Coalition for Romania.
Some people have criticized his time as prime minister. They say that Romania's external debt (money owed to other countries) has grown. Also, inflation (prices going up) has been high compared to other countries in the European Union.
In November 2024, Ciolacu ran for president but did not win enough votes to reach the final round. He announced he would step down as party leader. However, his party gave him a vote of confidence to stay on. After the 2024 Romanian parliamentary election in December, he was asked to continue as Prime Minister and form a new government.

Early Life and Education
Marcel Ciolacu was born in Buzău. His father, Ion Ciolacu, was a military pilot. In 1995, he earned a law degree from the Ecological University of Bucharest. He later studied Security and National Defence in 2008. In 2012, he completed a master's program. This program focused on managing the public sector.
Political Career
Early Political Activity
Marcel Ciolacu joined the National Salvation Front in 1990. He slowly moved up in local politics. By 1996, he was a leader in the party's Youth Organization. In 2005, he briefly served as the interim prefect of Buzău. Later, he became director of Urbis Serv. He was also deputy mayor of Buzău from 2008 to 2012.
Ciolacu entered national politics in 2012. He was elected as a member of Parliament. In 2015, he became the PSD president for Buzău County. He was re-elected to Parliament in 2016.
As Deputy Prime Minister
In 2017, Ciolacu was appointed deputy prime minister. He served in the government led by Mihai Tudose. The previous prime minister had been removed from office. Ciolacu was chosen to help the party leader, Liviu Dragnea, keep an eye on the new prime minister.
However, Ciolacu soon became loyal to Prime Minister Tudose. Their relationship with Dragnea became difficult. In January 2018, Tudose tried to remove his Interior Minister. This minister was very loyal to Dragnea. Ciolacu publicly supported Tudose. When Tudose decided to resign, Ciolacu also resigned from the government.
First Election to the Chamber Presidency
After leaving the government, Ciolacu returned to his role as a member of Parliament. He stayed out of the public eye for a while. In May 2019, Liviu Dragnea was sent to prison. This left his position as President of the Chamber of Deputies empty.
Ciolacu then became more active in politics. He sought to become a top party leader. The new party leader, Viorica Dăncilă, offered to support him. Ciolacu accepted and was voted the new head of the Chamber on 29 May 2019.
As Leader of the Social Democratic Party (PSD)
As the leader of the Lower Chamber, Ciolacu remained quiet. In October 2019, the opposition successfully removed Dăncilă's government. Ciolacu had supported Dăncilă's run for president. But after her defeat, Ciolacu took control of the party.
On 25 November 2019, Dăncilă resigned as party leader. Marcel Ciolacu became the acting leader. He was later confirmed as the official leader of the PSD on 22 August 2020. He won by a large margin against his opponent.

Prime Minister of Romania (2023–present)
Marcel Ciolacu became the Prime Minister of Romania on 15 June 2023. This happened because of an agreement with the National Liberal Party. They agreed to take turns leading the government.
In September 2024, Ciolacu's government approved a plan. They decided to send one of Romania’s air defense systems to Ukraine. This decision followed several attacks by Russian forces.
2024 Presidential Campaign
Ciolacu ran for president of Romania in the 2024 Romanian presidential election. He finished third in the first round of voting on 24 November. This meant he did not advance to the final round. After this, he announced he would resign as leader of the Social Democratic Party. However, he will stay as Prime Minister until a new government is formed. Ciolacu later supported Elena Lasconi in the second round.
After the results of the 2024 Romanian parliamentary election on 1 December, President Klaus Iohannis asked Ciolacu to remain as prime minister. He was also asked to lead the new government.
Political Positions
Marcel Ciolacu supports what he calls "economic patriotism." This means he believes in policies that help Romania's economy first. He is also described as a social conservative. This means he holds traditional views on social issues.
He does not support same-sex marriage or civil partnerships. He also does not support social progressivism. He supports economic policies that help people. At the same time, he supports social policies that are more traditional.
Personal Life
Marcel Ciolacu married Roxana, a chemical engineer, in the 1990s. They have one son named Filip. His current partner is Sorina Docuz.
