Rakhat Mukhtaruly Aliyev (Kazakh: Рахат Мұхтарұлы Әлиев, Rahat Mūhtarūly Äliev; 10 December 1962 – 24 February 2015) was a well-known official in the government of Kazakhstan. He held several important roles during his career. He was also involved in business.
Aliyev was born in Almaty, which is a city in Kazakhstan. He worked as the chief of Kazakhstan's tax police. He also served as a deputy chief of the KNB, which is Kazakhstan's state security service. Later, he became an ambassador to Austria. He also held the position of first vice foreign minister.
While working in these government jobs, Aliyev also built a large fortune. He was involved in different types of businesses. These included banking, oil refining, news media, telecommunications, and farming products.
In February 2007, he was appointed as Kazakhstan's ambassador to Austria for a second time. He also represented Kazakhstan at the Organization for Security and Cooperation in Europe. He lost this position and his special diplomatic protection later that year.
Until June 2007, Aliyev was married to Dariga Nazarbayeva. She is the oldest daughter of Kazakh President Nursultan Nazarbayev.

Life in Public Service
Rakhat Aliyev had a long career in public service. He held many different positions in the government of Kazakhstan. These roles gave him experience in various areas of public administration.
Diplomatic Roles
Aliyev served as an ambassador for Kazakhstan in several countries. He was the ambassador to Austria twice. He also represented Kazakhstan in Macedonia, Croatia, and Serbia and Montenegro. These roles involved working with other countries.
Security and Finance Roles
Before becoming a diplomat, Aliyev worked in security and finance. He was in charge of Kazakhstan's tax police. He also served as a high-ranking official in the KNB state security service. This organization is similar to the former Soviet KGB.
Legal Matters and Investigations
Rakhat Aliyev faced several legal investigations during his life. These investigations led to his diplomatic protection being removed. He also faced requests for his return to Kazakhstan.
Investigations in Austria
Aliyev moved to Austria when investigations began in Kazakhstan. He was appointed ambassador to Austria in February 2007. This move was seen as a way for him to leave the country. While in Austria, Aliyev spoke about running for president in Kazakhstan. He also criticized the current Kazakh President, Nursultan Nazarbayev.
Kazakhstan began a full investigation into Aliyev's activities in May 2007. As a result, his diplomatic passport and protection were canceled. Kazakhstan asked Austria to send him back. However, Austria did not agree to this request. They were not sure if Aliyev would receive a fair trial in Kazakhstan.
Later Legal Issues
Aliyev later married an Austrian citizen, Elnara Shorazova. He was investigated for other financial issues in Austria, Germany, and Malta. In June 2014, he was taken into custody by Austrian authorities. This happened after he turned himself in to cooperate with an investigation.

Rakhat Aliyev's family life was connected to important figures in Kazakhstan. He had children with his first wife, Dariga Nazarbayeva.
Marriage to Dariga Nazarbayeva
Aliyev was married to Dariga Nazarbayeva, the eldest daughter of President Nursultan Nazarbayev. Their marriage ended in divorce in June 2007. Aliyev stated that he did not know about or agree to the divorce at the time. He believed his wife was pressured by her father.
Children
Rakhat Aliyev had three children with Dariga Nazarbayeva:
- Nurali Aliyev (born 1985) is involved in finance and banking. He became a major owner of Nurbank. He was mentioned in the Panama Papers for holding wealth in companies outside Kazakhstan.
- Aisultan Nazarbayev (1990–2020) was another son. He later became a critic of his grandfather, Nursultan Nazarbayev.
- Venera (born 2000) is their daughter. She got married in 2018.
Second Marriage
After his divorce, Aliyev married his assistant, Elnara Shorazova. She had an Austrian passport. They later moved to Malta. The Maltese government took control of some of their money in 2014. This was due to investigations into financial activities. Rakhat Aliyev and Elnara had a son together.
Political Beliefs
In 2006, Rakhat Aliyev shared his ideas about how Kazakhstan's government could be structured. He suggested creating a "British-style" constitutional monarchy.
He believed this type of government would bring stability and a more open democracy to Kazakhstan. Aliyev argued that when Kazakhstan became independent in 1991, it chose a republican government. He felt this went against some of the country's older traditions.
Death
Rakhat Aliyev was found dead on 24 February 2015. He was in a solitary cell in a prison in Vienna, Austria. His lawyer expressed doubts about the death and asked for a full investigation. The Ministry of Foreign Affairs of Kazakhstan also asked to be part of the investigation into his death.
