Regina Louise is the second child of the singer and songwriter Tom Brock. Her father placed her into the foster care system in the late 1970s. He did this to focus on his music career.

Regina Louise's Life Story

Regina Louise was born on May 2, 1963, in Austin, Texas. She went to Molly Dawson elementary school. She left school when she was eleven years old. Because her father was not involved in her life, Regina entered the foster care system. This happened the day before her thirteenth birthday.

Louise formed a special bond with Jeanne Kerr. Jeanne worked as a nurse at the shelter where Regina stayed. Kerr wanted to adopt Louise. However, a court in Contra Costa County did not allow her to.

Regina Louise lived in over 30 different foster homes, group homes, and places for mental health care. This was all before she turned 18. Today, she gives talks and coaches groups and people. She helps them with challenges from difficult experiences. She also works to change the foster care system. She currently lives in the San Francisco Bay Area.

Her Books and Adoption

Regina Louise wrote a book about her life called Somebody's Someone. She has appeared on many radio and TV shows. These include National Public Radio's All Things Considered and the CBS Early Show. Her story has also been shared in many newspapers and magazines.

After her first book came out in 2003, Louise was able to find Jeanne Kerr again. Jeanne was now married to a man named Taylor. On November 20, 2003, something special happened. In the same courthouse where a judge had said no to Jeanne's adoption request years ago, Jeanne adopted Regina. Jeanne was 59, and Regina was 41. Regina then changed her last name to Kerr-Taylor. Her second book, Someone Has Led This Child to Believe: A Case History of Love, was released on July 10, 2018.
