Regina Louise Kerr-Taylor is an American author, a child advocate, and a motivational speaker. She is well-known for her journey through the foster care system. She lived in many different foster homes while growing up. Regina is the daughter of the singer and songwriter Tom Brock. She entered the foster care system in the late 1970s.

Early Life and Foster Care Journey
Regina Louise was born on May 2, 1963, in Austin, Texas. She went to Molly Dawson elementary school. When she was almost 13 years old, Regina went to the Richmond Police Department. She was then taken into the foster care system.
While in a shelter, Regina met Jeanne Kerr. Jeanne was a nurse there. Jeanne wanted to adopt Regina. However, a court in Contra Costa County said no to her request.
Regina Louise lived in over 30 different foster homes, group homes, and special care facilities. This was all before she turned 18.
Regina's Work and Advocacy
Today, Regina Louise speaks to groups and coaches people. She talks about dealing with difficult experiences and growing as a person. She also believes that the foster care system needs big changes. She lives in the San Francisco Bay Area.
Regina Louise wrote a book about her life called Somebody's Someone. She has appeared on many radio and TV shows. These include National Public Radio's All Things Considered and the CBS Early Show. Her story has also been shared in newspapers and magazines.
A Special Adoption Story
After her first book came out in 2003, Regina was able to find Jeanne Kerr again. Jeanne was now married and her last name was Taylor. On November 20, 2003, something amazing happened. In the same courthouse where Jeanne's adoption request was denied years ago, it was approved. Jeanne, who was 59, adopted Regina, who was 41. Regina then changed her legal last name to Kerr-Taylor.
Regina Louise wrote a second book about her life. It is called Someone Has Led This Child to Believe: A Case History of Love. This book was released on July 10, 2018.
Film About Her Life
In 2019, a TV movie about Regina Louise's life was released. It was called I Am Somebody's Child: The Regina Louise Story. The movie was shown on the Lifetime channel.
