Rosemarie Allen grew up in South-Central Los Angeles, California. She went to California State University, Long Beach and earned her first degree. Later, she continued her studies at Lesley University, where she received a Master of Education degree. She then earned her Doctor of Education degree from the University of Colorado Denver. This advanced degree focused on fairness and Leadership in education.
