Meltek Sato Kilman Livtuvanu, born on December 30, 1957, is a well-known politician from Vanuatu. He has served as the Prime Minister of Vanuatu several times. His most recent term was from September 4 to October 6, 2023. He also led the country from December 2010 to April 2011, from May to June 2011, and from June 2015 to February 2016. Sato Kilman is the leader of the People's Progress Party. He is also a Member of Parliament (MP) for Lakatoro on Malekula Island.

Sato Kilman's Early Life and Police Work

Sato Kilman was born on December 30, 1957. His home island is Malekula in Vanuatu.

In 1977, he began his career as a corporal in the British Police Force in the New Hebrides. After Vanuatu became independent in 1980, he received special training with the Royal Papua New Guinea Constabulary. Kilman became the commander of the Vanuatu Mobile Forces in 1984. He was then appointed assistant commissioner of the Vanuatu Police Force in 1986. In 1992, he was promoted to police commissioner. However, he left this role the following year. After his police career, he worked in the logging industry.

Starting in Politics

Sato Kilman became an important figure in Vanuatu's politics. In July 2004, he and Ham Lini led the group that opposed the government of Serge Vohor. When Ham Lini later joined the government, Kilman became the official leader of the opposition. He was a strong critic of the government's plans to work with Taiwan.

In December 2004, Kilman helped remove Serge Vohor from power. This led to Ham Lini becoming the new prime minister. As a reward, Kilman was made Lini's deputy and also became the foreign minister. In July 2007, Kilman was removed from the government during a cabinet change. This was due to claims of financial issues involving his political secretary.

After the 2008 general election, Kilman's People's Progress Party was part of the opposition. In March 2009, he was named the leader of the opposition. Later, in November 2009, he joined the government of Prime Minister Edward Natapei as his deputy.

Becoming Prime Minister

On December 2, 2010, Sato Kilman became prime minister after Edward Natapei was removed from office. However, Kilman himself was removed on April 24, 2011, by a very close vote. Serge Vohor then took over.

Vohor's election was later found to be invalid on May 13, 2011. Then, on June 16, a court ruled that Kilman's first election in December 2010 was also not done correctly. The court said the speaker of Parliament had not followed the rules for electing a prime minister. So, Kilman's time as prime minister was cancelled, and Edward Natapei became the interim prime minister again.

Despite these changes, on June 26, 2011, Parliament elected Sato Kilman as prime minister once more. He won with 29 votes. He continued to lead the government after the October 2012 general election. He formed a government with many different political groups.

On March 20, 2013, some of Kilman's ministers and other members of his government left to join the opposition. Because he no longer had enough support, Kilman announced his resignation the next day. On March 23, Moana Carcasses Kalosil was elected to take his place.

In May 2014, when Moana Carcasses was removed from office, the new Prime Minister Joe Natuman appointed Kilman as his Minister for Foreign Affairs and Trade. However, Natuman removed him from this role in June 2015. This happened because Kilman had publicly said he might support a vote to remove the government.

Returning to Lead Vanuatu

On June 11, 2015, Sato Kilman became prime minister again. He took over from Joe Natuman through a vote of no confidence.

In October 2015, some members of Kilman's government, including his deputy, faced legal issues. They were removed from their positions. Kilman received criticism for how he handled this situation. People felt he did not show strong leadership or take responsibility for the problems within his government.

On September 4, 2023, Sato Kilman returned as prime minister, replacing Ishmael Kalsakau. Kilman told other politicians that his main goal would be to "review foreign policy." He wanted to make sure Vanuatu benefited more from its international relationships. He also aimed to find "new export markets" for the country. This election for prime minister happened because of a political situation that led to the previous prime minister, Kalsakau, being removed from office.
