Meltek Sato Kilman Livtuvanu (born 30 December 1957) is a politician from Vanuatu. He has served as the Prime Minister of Vanuatu several times. Most recently, he was prime minister from September 4 to October 6, 2023.

He also led the People's Progress Party. He is a Member of Parliament (MP) for Lakatoro on Malekula Island. On October 6, 2023, other politicians voted to remove him from his position.

Sato Kilman's Early Life and Police Career

Sato Kilman was born on December 30, 1957. His home island is Malekula.

In 1977, he joined the British Police Force in the New Hebrides. This was before Vanuatu became an independent country. After Vanuatu gained independence in 1980, he received more training.

Kilman became the commander of the Vanuatu Mobile Forces in 1984. He was then made assistant commissioner of the Vanuatu Police Force in 1986. In 1992, he became the police commissioner. He later worked in the logging business.

Sato Kilman's Political Journey

Sato Kilman started his political career by leading the opposition. This means he was in charge of the group of politicians who were not part of the government. In 2004, he strongly disagreed with the government's plans to work with Taiwan.

In December 2004, Kilman helped remove the prime minister at the time. This was done through a "no confidence motion." This is a vote where politicians decide if they still trust their leader. After this, Kilman became the deputy prime minister and foreign minister.

In July 2007, he was removed from the government. Later, in November 2009, he returned to government as deputy prime minister.

Sato Kilman's First Times as Prime Minister (2010–2013)

On December 2, 2010, Sato Kilman became prime minister. This happened after the previous prime minister was removed by a vote of no confidence. However, Kilman himself was removed by a similar vote on April 24, 2011.

There were some legal challenges about how he became prime minister. A court ruled that his first election in December 2010 was not done correctly. So, he was temporarily removed from office.

But on June 26, 2011, Parliament voted again. Sato Kilman was elected prime minister once more. He continued to lead the government after the 2012 general election. He formed a government with many different political groups working together.

On March 20, 2013, some of his government members left to join the opposition. Because he no longer had enough support, Kilman resigned the next day. Moana Carcasses Kalosil became the new prime minister.

In May 2014, Kilman became the Minister for Foreign Affairs and Trade. This was under the new prime minister, Joe Natuman. But in June 2015, Natuman removed him from this role.

Sato Kilman's Return to Leadership

On June 11, 2015, Sato Kilman became prime minister again. He took over from Joe Natuman after another vote of no confidence.

In October 2015, some members of Kilman's government faced serious legal issues. This led to many people calling for Kilman to resign.

On September 4, 2023, he returned as prime minister for the most recent time. He replaced Ishmael Kalsakau. Kilman told other politicians that he wanted to change foreign policy. He aimed to make it more helpful for Vanuatu. He also wanted to find new countries to trade with. His election happened because of a political disagreement. The previous prime minister was removed partly for signing a security agreement with Australia.
