Shalanda Delores Young (born August 29, 1977) is an American political advisor. She served as the 43rd Director of the Office of Management and Budget (OMB). The OMB helps the President manage the U.S. government's budget. Before becoming Director, she was the Deputy Director and also served as the acting Director.

Early Life and Education

Shalanda Delores Young was born in Zachary, Louisiana. She grew up in Clinton, Louisiana. After finishing Scotlandville Magnet High School, she went to college.

She earned a Bachelor of Arts degree in Psychology from Loyola University New Orleans. Later, she received a Master of Health Administration from Tulane University.

Career in Government

Around 2001, Young moved to Washington, D.C.. There, she became a Presidential Management Fellow. This program helps new graduates start careers in the U.S. government. She worked with the National Institutes of Health.

For 14 years, Young worked for the United States House Committee on Appropriations. This committee decides how the government's money is spent. In February 2017, she became the staff director for this committee. She held this important role until 2021.

As staff director, Young helped create plans for big government issues. This included responses to the 2018–2019 United States federal government shutdown. She also worked on the government's plans for the COVID-19 pandemic.

When Young was considered for the Deputy Director role at the OMB, she received praise. Some Republican members of the Senate Budget Committee spoke highly of her. For example, Senator Lindsey Graham said good things about working with her.

However, her approval for Deputy Director was not fully supported by all parties. Some senators had different ideas about certain budget rules. Despite this, she was confirmed as Deputy Director on March 23, 2021.

After her confirmation, she became the acting Director of the OMB. This happened because the first person nominated for Director withdrew. Many members of Congress, including the Congressional Black Caucus, supported Young for the top job.

House Speaker Nancy Pelosi and other leaders praised Young. They said she would be a historic leader at the OMB. They believed she would help create budgets that could get support from both major political parties.

On November 24, President Joe Biden officially nominated Young to be the OMB Director. She had been serving as acting Director for eight months. The United States Senate confirmed her for the role on March 15, 2022, with a vote of 61 to 36.

Young also played a key role in important discussions about the country's money. She helped lead talks for the Democratic side during the 2023 United States debt-ceiling crisis. She is known for being trusted by members of both political parties. Her contributions were seen as very important in reaching an agreement.
