Shalanda Delores Young (born August 29, 1977) is an American political advisor. She served as the 43rd director of the Office of Management and Budget (OMB). Before that, she was the acting director and deputy director of the OMB. She also worked for the United States House Committee on Appropriations.
Early Life and Education
Shalanda Delores Young was born in Zachary, Louisiana. She grew up in Clinton, Louisiana. After finishing Scotlandville Magnet High School, she went to college. She earned a Bachelor of Arts degree in Psychology from Loyola University New Orleans. Later, she received a Master of Health Administration from Tulane University.
Her Career Journey
Around 2001, Young moved to Washington, D.C.. There, she joined the Presidential Management Fellows Program. This program helps people start careers in the government. She worked with the National Institutes of Health.
For 14 years, Young worked for the United States House Committee on Appropriations. This committee helps decide how the government spends money. In February 2017, she became the staff director for this committee. She held this important job until 2021. As staff director, she helped create plans for big issues. These included the 2018–2019 United States federal government shutdown. She also worked on the government's response to the COVID-19 pandemic.
Leading the Budget Office

When Young was considered for the deputy director role at the OMB, she received praise. Some members of the United States Senate Committee on the Budget spoke highly of her. For example, Senator Lindsey Graham said good things about her.
The OMB helps the President manage the federal budget. It also oversees how government agencies work. Young was confirmed as deputy director on March 23, 2021. The United States Senate voted 63–37 to approve her.
After becoming deputy director, she also served as the acting director. This happened while the previous nominee for director faced challenges. Many lawmakers supported Young for the top job. Leaders like House Speaker Nancy Pelosi publicly recommended her. They believed she would work well with Congress.
On November 24, 2021, President Biden announced his plan. He nominated Young to be the official OMB director. The Senate confirmed her in a 61–36 vote on March 15, 2022.
In 2023, Young played a key role in important discussions. She helped lead talks for the Democratic side during the 2023 United States debt-ceiling crisis. She was known for being trusted by both major political parties. Her contributions were very important in reaching an agreement.
