Shivinder Singh Sidhu (born October 13, 1929 – died October 25, 2018) was an important officer in the Indian Administrative Service (IAS). This service is a group of top government officials in India. He studied a lot, earning degrees in Economics and Public Administration, and even a PhD.
Mr. Sidhu held many high-level jobs throughout his career. He represented India in many important talks with other countries. He also led India's teams at several big international meetings. In 1986, he was chosen to be the President of the Twenty-sixth Session of the ICAO Assembly. From 1985 to 1987, he was in charge of India's Civil Aviation Administration. During this time, he was also the Chairman of Air India and Indian Airlines. He also served as a Secretary to the Government in the Ministry of Civil Aviation.

Shivinder Singh Sidhu's Career Journey
Shivinder Singh Sidhu joined the IAS in 1952. He was part of the Uttar Pradesh state group of officers. Early in his career, he worked as the District Magistrate of Kanpur. This job is like being the main administrator for a district. Later, he became the Commissioner of the Agra Division. This role is even bigger, overseeing several districts.
Leading the International Civil Aviation Organization
From August 1988 to August 1991, Mr. Sidhu served as the Secretary-General of the International Civil Aviation Organization (ICAO). The ICAO is a special agency of the United Nations. It works to make sure that air travel around the world is safe and organized. Being the Secretary-General meant he was the chief executive officer of this important global organization.
Serving as a State Governor
After his international role, Mr. Sidhu took on new responsibilities in India. On August 6, 2004, he became the Governor of Manipur. A Governor in India is like the head of a state. They represent the President of India and make sure the state government follows the rules. He took over this role from Arvind Dave.
Mr. Sidhu also served as the Governor of Meghalaya. This was from October 2007 to July 1, 2008. After that, he became the Governor of Goa. He held this position from July 22, 2008, until August 26, 2011.
Later Years and Remembering Shivinder Singh Sidhu
Shivinder Singh Sidhu passed away on October 25, 2018. He was 89 years old.
The International Civil Aviation Organization (ICAO) honored him after his death. On October 25, the day he died, the official ICAO flag was flown at half-mast. This was a way to show respect and remember his important contributions to international civil aviation.
