Terri Lynn Hill, born on May 3, 1959, is an American politician. She has been a member of the Maryland House of Delegates since 2015. She first represented District 12 and now represents District 12A.
She is part of the Democratic Party. Hill has also run for Congress. She ran in 2020 for Maryland's 7th congressional district. Later, she ran in 2024 for Maryland's 3rd congressional district.

Early Life and Education
Terri Hill was born in Philadelphia on May 3, 1959. Her family moved to Columbia, Maryland, when she was ten years old. Her mother, Ethel Hill, was involved in local community leadership. Her sister, Donna Hill Staton, was a judge and a deputy attorney general in Maryland.
Hill went to Wilde Lake Senior High School. After high school, she attended Harvard University. There, she earned a degree in bioelectric engineering in 1981. She then went to Columbia University, where she earned her medical degree in 1985.
Medical Career
After finishing her medical studies, Hill worked as a plastic surgeon. She worked at the Columbia Presbyterian Medical Center until 1990. She then completed special training in craniofacial surgery in 1991. This type of surgery focuses on the face and skull.
Hill also worked with Operation Smile from 1995 to 1999 and again in 2004. This organization provides free surgeries for children with facial deformities. She has run her own medical practice since 1991. In 2006, she started her own business, Visage Rejuvenation Spa LLC.
In 2021, it was reported that she had joined legislative meetings by video call while performing surgery. An investigation looked into this. It found that one patient did not know she was on a call during surgery. Another patient was told just before surgery, but no official permission was recorded. She was later asked to pay a fee and received a warning. However, a legislative committee decided not to charge her with ethics violations.
Besides her surgery practice, Hill also helps lawmakers and lobbyists. She offers health advice at the Maryland State House.

Serving in the Maryland House of Delegates
In 2014, Hill was elected to the Maryland House of Delegates. She ran with Eric Ebersole and Clarence Lam. They were sworn in on January 14, 2015. Since then, she has been a member of the Health and Government Operations Committee. This committee deals with health-related laws and how the government works.
Running for Congress
2020 Congressional Campaign
In November 2019, Hill announced she would run for the U.S. House of Representatives. This was for a special election to fill a vacant seat. Her campaign focused on improving health care, social justice, and immigration. Some people thought she was a longshot candidate. This was because she was from Howard County, and the district had many voters from Baltimore.
She did not win this election. She placed fourth with 7.4 percent of the votes. Kweisi Mfume won the election. Hill was the top vote-getter in Howard County. After this, she decided not to run in the regular election that same year.
2024 Congressional Campaign
In November 2023, U.S. Representative John Sarbanes announced he would not run again. Hill then decided to run for Congress in Maryland's 3rd congressional district. She was defeated in the Democratic primary election on May 14, 2024. State senator Sarah Elfreth won the primary. Hill placed fourth with 6.5 percent of the votes.

In 2018, Hill proposed a law to ban tackle football and other contact sports in elementary and middle schools. She was concerned about the health risks for young players. However, this bill did not pass.
In 2019, she introduced a bill about school reports. It would require the Howard County Board of Education to report on students who are learning English or receive free lunches. It also asked for plans to reduce differences in schools. She also supported a law that would require the school board to tell homeowners about changes to school zones.
Environment
In 2019, Hill introduced a law to allow Howard County Council to tax plastic bags. This bill passed and became a law. The county council then put a 5-cent fee on disposable plastic bags.
In 2021, Hill introduced a bill to stop homeowner associations from forcing residents to plant turf grass. This bill also passed and became a law.

During her 2014 campaign, Hill said she wanted to make the Affordable Care Act work better.
In 2015, Hill proposed a law to provide fertility treatment benefits. This included coverage for in vitro fertilisation for married lesbian couples.
In 2018, she had concerns about a program to track prescriptions for law enforcement. She worried it might make doctors less likely to prescribe needed medicines.

In 2021, Hill introduced a bill to change Maryland's official state song, "Maryland, My Maryland".
In 2023, Hill introduced a law to prevent Maryland from helping other states' criminal investigations. This was for patients and providers who get health care services in Maryland. The bill passed and became law.
In 2024, Hill supported bills to regulate artificial intelligence programs.
