Thomas Neel Stilwell (born August 29, 1830 – died January 14, 1874) was an important American figure. He worked as a lawyer and a banker. He was also a politician who served as a U.S. Representative for Indiana. He held this position from 1865 to 1867.

During the Civil War, Thomas Stilwell joined the Union Army. He was part of the 34th Indiana Infantry Regiment. He held the rank of 1st Lieutenant. He also worked as a Regimental Quartermaster. This job meant he was in charge of supplies for his army unit.

After the war, Stilwell continued his public service. He was elected as a Republican to the Thirty-ninth Congress. This is a part of the U.S. government where laws are made. He served from March 4, 1865, to March 3, 1867.
