Troy Anthony Carter Sr. was born on October 26, 1963. He is an American politician. Since 2021, he has been a U.S. representative for Louisiana's 2nd congressional district. Before this, he was a member of the Louisiana State Senate. He also served on the New Orleans City Council and in the Louisiana House of Representatives. He is a member of the Democratic Party.

Early Life and Education
Troy Carter was born in New Orleans, Louisiana. He went to Oliver Perry Walker High School in Algiers. After high school, he studied at Xavier University of Louisiana. There, he earned a degree in business and political science. He also took special programs at Harvard Kennedy School and Carnegie Mellon University.
Starting His Career in Politics
Before becoming a state lawmaker, Troy Carter worked for six years. He was an executive assistant to the mayor of New Orleans, Sidney Barthelemy. He also taught political science at Xavier University of Louisiana.
Serving in the Louisiana House
In 1991, Carter was elected to the Louisiana House of Representatives. He was the first African-American to represent District 102. In 1993, he proposed a law to stop discrimination against LGBTQ+ people. He later proposed similar laws in the Louisiana Senate.
On the New Orleans City Council
In 1994, he was elected to the New Orleans City Council. He represented District C until 2002. He tried to become mayor of New Orleans in 2002 but did not win. In 2006, he also ran for the U.S. Congress but was not elected.
Returning to the Louisiana Senate
After some time away from public office, Carter was elected to the Louisiana Senate in 2015. He won with 56.8% of the votes. As a state senator, he wrote or helped write 75 bills that became laws. He also led the Senate's Democratic group. He chaired the Senate's Labor and Industrial Relations Committee. Carter also leads the Algiers Development District.

Becoming a U.S. Representative
In 2020, U.S. Representative Cedric Richmond announced he would leave his seat. He was chosen by President-elect Joe Biden for a new role. Troy Carter then decided to run for this open seat in Congress. This was a special election in Louisiana's 2nd congressional district.
The 2021 Special Election
On March 20, 2021, Carter came in first in the first round of voting. He then went to a runoff election on April 24. Many groups and leaders supported him. These included Cedric Richmond, the AFL–CIO, and the Louisiana Democratic Party. In the runoff election, Troy Carter won with 55.2% of the votes.
His Time in Congress
Troy Carter was sworn in as a U.S. Representative on May 11, 2021. This helped the Democratic Party have more members in the United States House of Representatives. In August 2022, he voted for the Inflation Reduction Act of 2022.
