Victor "Vic" San Andres Ziga (born September 30, 1945 – died January 31, 2021) was a Filipino politician. He served as a senator in the 8th Congress. Before that, he was an assemblyman for Albay in the Regular Batasang Pambansa. He also worked as Governor of Albay and was a cabinet minister for President Corazon Aquino.

About Victor Ziga
Early Life and Education
Victor Ziga was born in Manila on September 30, 1945. His parents were also important public figures. His father, Venancio Prieto Ziga, was a former governor and congressman of Albay. His mother, Tecla San Andres Ziga, was a former senator. She was also the first woman to get the highest score in the Bar Examination in the Philippines. This is a very difficult test to become a lawyer.
Victor Ziga went to several schools. He studied at Ateneo de Naga, Ateneo de Manila University, and the University of Santo Tomas. He also studied at the University of California in Los Angeles (UCLA). In 1975, he passed the bar exam and became a lawyer.
His Time in Government
Victor Ziga started his political career in 1984. He ran in the 1984 Batasang Pambansa elections and won. The Batasang Pambansa was like the parliament or law-making body of the Philippines at that time.
In 1986, he was chosen to be the Cabinet Minister of General Services. This meant he was part of the President's team, helping to manage government services. A year later, in 1987, he was elected as a Philippine Senator. As a senator, he led the Public Works and Highways Committee. He was also a member of important groups like the Commission on Appointments and the Senate Electoral Tribunal. He served on many other committees too.
Important Decisions and Work
Senator Ziga cared a lot about people who needed help. He was involved in helping with typhoon relief. He also joined groups that offered free medical help, like eye specialist missions. He worked with the Philippine General Hospital on medical missions.
In 1991, he was one of the "Magnificent 12" senators. This group famously voted against a new treaty for the Subic Naval Base. This was a big decision about whether a large US military base would stay in the Philippines. After his time as a senator, Victor Ziga left politics. He then worked in the private sector. He became a board director for San Miguel Corporation, a very large company in the Philippines.
