Chen Li-an (Chinese: 陳履安; pinyin: Chén Lǚ'ān), sometimes called Chen Lu-an, was born on June 22, 1937. He is from Qingtian, Zhejiang, in the Republic of China. Chen Li-an is a Taiwanese electrical engineer, mathematician, and a former politician. He served as the President of the Control Yuan from 1993 to 1995.

Chen Li-an's Early Life and Education
Chen Li-an's father was Chen Cheng, a very important political and military leader. Chen Li-an studied at New York University and earned a PhD degree. This strong educational background helped him later in his career.
Chen Li-an's Political Career
Chen Li-an held many important jobs in the government of Taiwan. He worked in different areas, showing his wide range of skills.
Key Government Roles
- Minister of Education: He started his government career helping to lead the Ministry of Education. He was a Permanent Deputy Minister from 1977 to 1978 and then a Political Deputy Minister from 1978 to 1979.
- Minister of Science and Technology Council: From 1984 to 1988, he was the Minister of the Science and Technology Council. In this role, he helped guide Taiwan's progress in science and technology.
- Minister of Economic Affairs: He also served as the Minister of Economic Affairs from 1988 to 1990. This job involved managing Taiwan's economy.
- Minister of National Defense: From 1991 to 1993, Chen Li-an was the Minister of National Defense. This meant he was in charge of Taiwan's military and security.
- President of the Control Yuan: His highest position was the President of the Control Yuan from 1993 to 1995. The Control Yuan is a part of the government that checks on other government branches to make sure they are doing their jobs correctly and honestly.
Presidential Election and Party Affiliation
In 1996, Chen Li-an ran for president in the 1996 Republic of China presidential election. He ran as an independent candidate with Wang Ching-feng as his running mate. They received over 1 million votes, which was about 9.9% of all votes.
Later, in the 2000 ROC presidential election, Chen Li-an supported Lien Chan, who was the candidate for the Kuomintang party. Even though Chen Li-an had some disagreements with the Kuomintang in the past, he believed Lien Chan was a good choice. In January 2001, Chen Li-an officially rejoined the Kuomintang. He felt that both the party and Taiwan needed his help.
