David Toland's Early Life and School
David Toland grew up in a town called Iola, Kansas. His family has lived in Kansas for many generations. He went to the University of Kansas for college. There, he studied political science and earned a special degree called a Master of Public Administration. This degree helps people learn how to manage public services and government.
David Toland's Career
Before working for the state of Kansas, David Toland had several important jobs. He worked for the government in Washington, D.C., helping with city planning and economic growth. He also worked for a company that deals with real estate. Most recently, he was the head of an organization in Iola, Kansas. This group worked to improve community health and local businesses.
Kansas Secretary of Commerce
On January 11, 2019, Governor Laura Kelly announced that she would choose David Toland for a big job. She wanted him to be the Kansas Secretary of Commerce. He officially started this role on January 14, 2019. The Kansas Senate approved his appointment on April 1, 2019.
As Secretary of Commerce, David Toland has done many things to help Kansas. He helped bring back the state's International Division. This division works to connect Kansas businesses with other countries. He also helped end a "Border War" between Kansas and Missouri. This was a competition where both states offered special deals to attract businesses.
Toland also helped restart the Kansas Main Street Program. This program helps improve downtown areas in smaller towns across the state. In 2020, his team worked on several big projects. They helped expand a food company's facility in Salina. They also helped bring a large distribution center for a clothing company to Wyandotte County, Kansas. Two new Amazon distribution centers also opened in Park City, Kansas and Kansas City, Kansas.
In 2020, the Department of Commerce helped bring in over $2.5 billion in new investments. This was the highest amount of new money invested in Kansas businesses ever. Because of this success, Kansas won the Gold Shovel Award from Area Development Magazine. Site Selection Magazine also named Kansas the state with the best business climate in its region.
Lieutenant Governor of Kansas
On December 14, 2020, Governor Laura Kelly announced another important role for David Toland. She said he would become the Lieutenant Governor of Kansas. He took on this new position on January 2, 2021. This happened after the previous Lieutenant Governor, Lynn Rogers, became the Treasurer of Kansas. David Toland continues to serve as both the Secretary of Commerce and the Lieutenant Governor.
