Eulogio "Eloy" Songao Inos (born September 26, 1949 – died December 28, 2015) was an important politician from the Northern Mariana Islands. He served as the eighth Governor from 2013 to 2015. Before becoming Governor, Inos was the eighth Lieutenant Governor from 2009 to 2013. He was a member of the Republican Party.

Eloy Inos became Lieutenant Governor when the previous one, Timothy Villagomez, left office. Governor Benigno Fitial chose Inos for the role. The Senate then approved his appointment. Inos was sworn in as Lieutenant Governor on May 1, 2009. He was later elected to a full term in that position.

Inos became Governor on February 20, 2013. This happened after Governor Benigno Fitial resigned from his position. Inos was then elected to a full term as Governor in the 2014 election. He passed away while still in office on December 28, 2015, at the age of 66.

About Eloy Inos

His Early Life and Education

Eloy Inos grew up on Saipan. He went to Mount Carmel School and finished high school there in May 1967. He then went on to college. In May 1981, Inos earned a bachelor's degree in accounting from the University of Guam. He also studied business administration during his time at the university.

His Family Life

Eloy Inos had five children. He was also the brother-in-law of Rita Inos, who was a well-known Education Commissioner.

His Career Before Politics

Before becoming a top politician, Eloy Inos worked in finance. He was a tax manager for the Trust Territory of the Pacific Islands' revenue division. He also served as a Vice President for Tan Holdings Corporation. This company was one of the biggest garment makers in the Northern Mariana Islands.

Inos also served on the First Saipan and Northern Islands Municipal Council. He was a member from 1990 to 1992, and even served as the council's chairman.

Governor Fitial later appointed Inos as the Secretary of Finance. In this important role, Inos was in charge of the Northern Mariana Islands' government money. This included managing taxes, accounting, the treasury, and customs. He held this job from January 9, 2006, until May 1, 2009.

Becoming Lieutenant Governor

Filling a Vacancy

The previous Lieutenant Governor, Timothy Villagomez, left office on April 24, 2009. This created an open spot for the position.

The Constitution of the Northern Mariana Islands explains what happens next. When the Lieutenant Governor position is empty, the Governor must choose a replacement. This choice then needs to be approved by the Northern Mariana Islands Senate.

His Appointment and Election

On April 27, 2009, Governor Fitial nominated Eloy Inos to be the new Lieutenant Governor. Inos was serving as the Secretary of Finance at the time. Governor Fitial and Inos had known each other for many years. They had both worked for the government of the Trust Territory of the Pacific Islands.

The Senate voted on May 1, 2009, and all nine members unanimously approved Inos. Many community and political leaders spoke in favor of Inos during the hearing. Inos himself said it was a difficult situation to fill the role this way. He was happy to have so much support from the people. Governor Fitial swore Inos into office right after the Senate's vote. Eloy Inos became the first Lieutenant Governor in the Northern Mariana Islands' history to be appointed, not elected, to the role first.

Later, on July 23, 2009, Governor Fitial and Lieutenant Governor Inos decided to run for re-election together. They won the election on November 23, 2009. This meant Inos was elected to a full term as Lieutenant Governor.

Serving as Governor

Eloy Inos became Governor on February 20, 2013. This happened because Governor Benigno Fitial resigned from his position. Inos then took over the top leadership role.

In the 2014 gubernatorial election, Inos ran for Governor and won. This meant he was elected to serve a full four-year term as the leader of the Northern Mariana Islands.

His Passing

Governor Eloy Inos passed away on December 28, 2015, at the age of 66. He was in Seattle, Washington, receiving medical treatment at the time.

After his passing, his Lieutenant Governor, Ralph Torres, was sworn in as the new Governor of the Northern Mariana Islands on December 29, 2015.

Then-President of the United States, Barack Obama, spoke about Inos. He called him a "tireless advocate" for his people. Funeral services for Governor Inos were held on January 12, 2016. The Governor of nearby Guam, Eddie Calvo, declared that day a day of mourning to honor Inos.
