Han Zheng (born April 1954) is a Chinese politician. Since 2023, he has been the 11th Vice President of China. Before this, he was the first-ranking Vice Premier of China from 2018 to 2023. He was also a top member of the Politburo Standing Committee of the Chinese Communist Party from 2017 to 2022.
Han Zheng served as the mayor of Shanghai from 2003 to 2012. In 2012, he became the Party Secretary of Shanghai, which is the most important political job in the city. He also joined the CCP Politburo. In 2017, he became part of the 19th CCP Politburo Standing Committee, China's main decision-making group. In 2018, he became the first-ranked vice premier. During this time, he was the top leader for Hong Kong and Macau affairs. He helped manage the government's response to the 2019–2020 Hong Kong protests and changes to Hong Kong's election rules in 2021.
Han Zheng left the Politburo Standing Committee in October 2022. In March 2023, he was chosen as the vice president of China. He is seen as a close advisor to President Xi Jinping. His role as vice president often involves foreign affairs and diplomacy. For example, he represented China at the coronation of Charles III and Camilla in 2023. He also attended the second inauguration of Donald Trump in January 2025.

Early Life and Career
Han Zheng was born in Shanghai in April 1954. His family originally came from Cixi City in Zhejiang province. During the Cultural Revolution, he worked on a farm in Chongming District, Shanghai. Later, he worked at a company that installed lifting equipment.
He joined the Chinese Communist Party in 1979. From 1975 to 1980, he was a deputy secretary for the Communist Youth League of China. He then worked in various administrative roles in Shanghai's chemical industry. He also studied at Fudan University and East China Normal University.
In 1990, Han Zheng joined the Communist Youth League Shanghai Committee. He became its secretary in 1991. In 1992, he became the governor of Luwan District. While there, he helped improve Huaihai Road into a popular shopping area. He also worked to make the district greener. He earned a master's degree in international political economy in 1994.
Political Roles in Shanghai
In 1995, Han Zheng became a deputy secretary-general of the Shanghai Municipal People's Government. He also held important roles in city planning and securities management. In 1997, he joined the Shanghai Chinese Communist Party Provincial Standing Committee. He became vice mayor of Shanghai in 1998. In 2002, he was named Deputy CCP Secretary of Shanghai. He joined the Central Committee of the Chinese Communist Party in 2002. In 2003, he became the Mayor of Shanghai.
In 2006, Han Zheng became the acting Chinese Communist Party Committee Secretary of Shanghai. This happened after some officials faced investigations. He held this temporary role for five months. In March 2007, Xi Jinping took over as Shanghai Party Secretary. Han Zheng then worked with Xi Jinping. Xi Jinping later became a member of the Politburo Standing Committee of the Chinese Communist Party in 2007 and vice president in 2008.
Yu Zhengsheng became Shanghai Party Secretary after Xi Jinping. Han Zheng worked with him for five years. In November 2012, Han Zheng became the Party Secretary of Shanghai. He also gained a seat on the 18th Politburo of the Chinese Communist Party.
First Vice Premier Role
In October 2017, Han Zheng was chosen to be a member of the 19th CCP Politburo Standing Committee. This is China's highest decision-making group. In March 2018, the National People's Congress appointed him as the first-ranked vice premier of the State Council.
Work on Hong Kong Affairs
In April 2018, Han Zheng became the leader of the Central Leading Group on Hong Kong and Macau Affairs. This made him the top leader for Hong Kong and Macau matters. This group was later made even more important in 2020.
Han Zheng played a key role during the 2019–2020 Hong Kong protests. Reports say he allowed Hong Kong's chief executive, Carrie Lam, to talk directly with his office. He also met with Lam in June 2019. During this meeting, Lam suggested pausing a bill that had caused the protests. Han Zheng agreed after talking with other Chinese leaders.
In March 2021, Han Zheng stated that changes to Hong Kong's election rules were being made. He said these changes were to "prevent subversion." These changes aimed to reduce the power of local district council members. They also increased the power of the election committee.
Vice President Role


In October 2022, Han Zheng retired from the Politburo Standing Committee. He was then elected as a deputy to the 14th National People's Congress. On March 10, 2023, Han Zheng was elected as the vice president of China. He took over from Wang Qishan. As vice president, Han Zheng is considered "number eight" in China's leadership. His role is mostly ceremonial. He serves as an envoy and close advisor to President Xi Jinping.
As vice president, Han Zheng has taken part in many diplomatic activities. He represented President Xi Jinping at the coronation of Charles III and Camilla in May 2023. In August 2023, he met with British foreign secretary James Cleverly in Beijing. He also spoke at the general debate of the seventy-eighth session of the United Nations General Assembly in September 2023. That same month, he met with US secretary of state Antony Blinken. In October 2023, Han Zheng attended the inauguration of Prabowo Subianto as the eighth president of Indonesia.
In May 2024, Han Zheng met with Russian president Vladimir Putin in Harbin. Both attended the opening of the 8th China-Russia expo. On October 10, 2024, he became the honorary president of the Red Cross Society of China. He attended the second inauguration of Donald Trump on January 20, 2025. This was the first time a senior Chinese official attended a US presidential inauguration. His presence showed China's interest in improving China–United States relations. Before the inauguration, Han Zheng met with incoming US vice president JD Vance and Elon Musk. They all agreed to work for stable relations between their countries.
Family Life
Han Zheng is married to Wang Ming. She reportedly served as a vice chair of the Shanghai Charity Foundation. They have one daughter.
