Holly J. Mitchell (born September 7, 1964) is an American politician. She is a member of the Los Angeles County Board of Supervisors. This group helps run the government of Los Angeles County.
As a member of the Democratic Party, Mitchell has held several important jobs in California's government. From 2013 to 2020, she was a State Senator. A state senator helps make laws for the entire state of California. She represented areas like Culver City, Ladera Heights, and parts of Los Angeles.
Before becoming a senator, she was in the California State Assembly. The Assembly is another part of the state government that makes laws. Mitchell is also a member of the California Legislative Black Caucus, a group of African American lawmakers.

Early Life and Career
Holly Mitchell was born in Los Angeles, California. She went to the University of California, Riverside.
Before she was elected to office, Mitchell worked to help people in her community. For seven years, she was the CEO of a nonprofit organization called Crystal Stairs. A nonprofit is a group that works to help society, not to make money. She also worked as an advisor for the state's Senate Health Committee and for the Western Center on Law and Poverty, a group that helps people with legal issues.
Work in the California State Senate
As a state senator, Holly Mitchell had a very important role. In 2016, she became the first African American to lead the Senate Budget and Fiscal Review Committee. This committee is in charge of California's budget, which is the state's plan for spending money. She helped manage budgets worth over $200 billion.
The CROWN Act
In 2019, Mitchell introduced a very important law called the CROWN Act. CROWN stands for "Create a Respectful and Open Workplace for Natural Hair." This law makes it illegal to discriminate against people because of their natural hairstyle, like braids, twists, or locs.
The CROWN Act was the first law of its kind in the United States. It passed in the California Legislature and was signed into law on July 3, 2019. Since then, many other states have passed similar laws inspired by California's CROWN Act.
Los Angeles County Board of Supervisors
In 2020, Mitchell was elected to the Los Angeles County Board of Supervisors. This was a historic election. For the first time ever, all the members of the board were women. The Board of Supervisors is a powerful group of five people who make important decisions for the millions of people living in Los Angeles County.
During her time as a supervisor, Mitchell has continued to work on issues that affect the people of Los Angeles. She has sometimes made statements that caused public discussion and debate about important social issues.
