Htin Kyaw (Burmese: ထင်ကျော်; born 20 July 1946) is a politician, writer, and scholar from Myanmar. He served as the ninth president of Myanmar from 2016 to 2018. He was the first president elected without ties to the military since 1962.
Htin Kyaw is the second son of a famous scholar and poet, Min Thu Wun. Before becoming president, he worked in different government departments. He has a mixed background, with roots in the Mon and Bamar people. He is seen as a close friend and helper of Aung San Suu Kyi. She is the leader of the National League for Democracy party. Myanmar's laws did not allow her to become president herself.
Early Life and Education
Htin Kyaw was born in Yangon, which was then called Rangoon. His father was the well-known poet Min Thu Wun. His father was of Mon descent. Htin Kyaw's childhood name was Dala Ban. This was a royal name of ancient Mon commanders. He later used it as his pen name when he wrote books.
He finished high school in 1962. He then went to the Yangon Institute of Economics. In 1968, he earned a master's degree in statistics. He started working as a tutor while he was still studying. In 1970, he began working as a programmer at the University Computer Centre.
Htin Kyaw continued his studies abroad. He received a scholarship to the Institute of Computer Science at the University of London in 1971. He also studied computer science in Tokyo in 1974. He earned his second master's degree in 1975. Later, in 1987, he attended the Hult International Business School in the United States.
Career Path
In 1975, Htin Kyaw started working as a Deputy Division Chief in the Ministry of Industry. In 1980, he became a deputy director in the Ministry of Planning and Finance. He left government service in 1992.
From 2012, he worked as a senior executive for the Daw Khin Kyi Foundation. This foundation was started by Aung San Suu Kyi. Even though he was not a long-time member of the NLD party, Htin Kyaw worked very closely with Aung San Suu Kyi. He was a key person in her office.
After the NLD won the 2015 election, Htin Kyaw was considered a possible choice for president. Aung San Suu Kyi could not be president because of a rule in Myanmar's constitution. This rule says that the president, their parents, spouse, or children cannot be loyal to a foreign country. Aung San Suu Kyi's late husband and children are British citizens. She chose Htin Kyaw because he was honest, loyal, and well-educated.
Presidency
On 10 March 2016, the National League for Democracy (NLD) nominated Htin Kyaw as a candidate for Vice President. The next day, 274 out of 317 members of the House of Representatives voted for him. On 17 March 2016, Htin Kyaw suggested a cabinet with 21 government ministries. The Union Parliament approved his proposal on 21 March 2016.
On 30 March 2016, Htin Kyaw became the President of Myanmar. He was the first president since 1962 who had no connections to the military. Even though Htin Kyaw was the president, Aung San Suu Kyi said she would guide his actions. She would lead the country through him. A new position, called State Counsellor, was created for her. This role is similar to a prime minister.
On 21 March 2018, Htin Kyaw suddenly announced his resignation. He said he needed to rest due to health issues. Myint Swe, who was the first vice president, took over as president. The constitution required a new president to be chosen within seven days.
