Javier Alberto Barreda Jara (born December 13, 1966 – died June 3, 2019) was a Peruvian sociologist, writer, and public administrator. He was born in Lima, Peru. He studied at Cayetano Heredia University and Pontifical Catholic University of Peru. Javier Barreda served as the Minister of Labor and Employment Promotion for about three months, from January to April 2018.

Early Life and Education
Javier Barreda went to high school at the Our Lady of Guadalupe school in Lima. He earned a degree in sociology from the Pontifical Catholic University of Peru (PUCP). He also completed a master's degree in Project Management and Social Programs at Cayetano Heredia University.
Political Career and Public Service
Javier Barreda worked as an advisor in the Peruvian Congress. There, he helped with topics like the national budget, protecting consumers, and youth policies. He often spoke about social development, employment policies, and helping young people start businesses.
He wrote articles for many newspapers in Peru. He also published essays about development and politics. You can find his opinion articles on his blog, "Búfalo de Pradera."
Barreda was a professor at the Faculty of Social Sciences at the Universidad Nacional Federico Villarreal. He also taught a course on Peruvian society at the Universidad de San Martín de Porres. He taught in a leadership program for the Andean Development Corporation (CAF).
From 2006 to 2011, he was the Vice Minister of Employment Promotion. This role was part of the Ministry of Labor. He was married to Martha Joo and they had two children.
Minister of Labor and Employment Promotion
On January 9, 2018, Javier Barreda became the Minister of Labor and Employment Promotion. He was chosen by President Pedro Pablo Kuczynski. During his time as minister, he brought back the National Labor Council. This group helps workers and employers find common ground.
He also pushed for a debate to increase the minimum wage in Peru. Before President Kuczynski resigned, he and Barreda signed a decree. This decree raised the minimum wage for Peruvian workers from 850 soles to 930 soles. Businesses criticized this decision, but most Peruvians supported it. After leaving his role, Barreda wrote articles explaining why the wage increase was good for the country.
Death
Javier Barreda Jara passed away on June 3, 2019, in Lima. He was 52 years old and died from a heart attack.
