In 1980, Julie and her parents were allowed to leave the Soviet Union. Her grandparents were not allowed to leave for over ten more years. They were called "Refuseniks" because they were refused permission to emigrate. They finally moved to the United States in 1990. Before settling in the U.S., Julie and her family lived for a short time in Paris and London.

Julie grew up in New York City and Plainsboro Township, New Jersey. She went to Princeton Day School. She later earned two degrees from Boston University.

Later, Julie helped manage the campaign for Frank Pallone, a politician from New Jersey. Her work helped him win his election. In 1999, she became the first woman to manage the New Jersey Democratic Coordinated Campaign. This campaign helped the Democratic Party gain more seats in the General Assembly. She then became the communications director for the New Jersey Democratic State Committee. In 2001, she worked for Jon Corzine when he was elected to the United States Senate.

In 2003, Julie started her own company called Comprehensive Communications Group. This company helps big companies, politicians, and non-profit groups with their public relations. She has worked with important politicians like Senators Cory Booker and Frank Lautenberg.

Julie also served on the board of directors for the Women's Campaign School at Yale University. This program helps more women get involved in politics and leadership roles. Many successful women, like Senator Kirsten Gillibrand, have graduated from this school. Julie also writes a weekly political column for NJ.com.

Lift Our Voices Organization

In 2019, Julie Roginsky started a non-profit organization called Lift Our Voices. She founded it with her former Fox News colleagues, Gretchen Carlson and Diana Falzone. This group works to stop unfair rules in workplaces that prevent people from speaking up.

Julie and Gretchen introduced Lift Our Voices at a special event in Los Angeles. In 2020, their organization asked all candidates running for president to support banning certain types of agreements. These agreements, called non-disclosure agreements (NDAs), can stop people from talking about bad things that happen at work. Most presidential candidates agreed to support this idea.

Julie often gives speeches about why it's important to get rid of these silencing rules in workplaces. She believes everyone should be able to speak up about unfair or harmful situations at work.
