Carmi L. Marsh was a resident of Franklin, Vermont. He was an important person in his community. During the American Civil War, he joined the Union Army. He became a second lieutenant in the 13th Vermont Infantry.
After the war, Carmi L. Marsh continued to serve his state. He was elected to the Vermont House of Representatives and the Vermont Senate. These are parts of Vermont's government where laws are made. He also worked as a judge advocate for the Vermont Militia. This means he helped with legal matters for the state's military force.
