Leo Austin Brooks Sr., born on August 9, 1932, is a retired Major General from the United States Army. After his military career, he became the city manager for Philadelphia.

His Amazing Army Career
Leo Brooks Sr. was born in Alexandria, Virginia. He finished college at Virginia State University in 1954. He joined the Army's Quartermaster Corps. This part of the Army handles supplies and logistics.
Early Army Days
In his first jobs, Brooks was a leader for a group of soldiers. He worked with the 2nd Infantry Division in Alaska. He also led two different Army companies. Later, he helped manage the Army's budget. He worked with the United States Congress on money matters.
Serving in Vietnam
Brooks served two times in Vietnam during the Vietnam War. First, he was an advisor to the Army of the Republic of Vietnam. Then, he commanded a whole battalion of soldiers. After his time in Vietnam, he earned a master's degree. He studied financial management at George Washington University.
Leading Important Army Commands
He went on to lead several important Army groups. These included the Sacramento Army Depot and the 13th Corps Support Command. He also led the Army Troop Support Agency. His last command was the Defense Personnel Support Center. Brooks retired from the Army in 1984. He had a very successful career.

Brooks also attended special Army schools. He went to the United States Army Command and General Staff College. He also studied at the National War College. These schools help train top military leaders.

In 1985, there was a difficult event in Philadelphia. It involved a group called MOVE. As city manager, Brooks was involved in the city's response. After the event, he left his position. Later, an investigation cleared him and others of any wrongdoing.
His Family
Leo Brooks Sr. was married to Naomi Lewis. She was a teacher. They were married from 1955 until her death in 2020. They had three children together.
Two of their sons also became generals in the United States Army:

His nephew, Mark Quander, is also a Major General in the Army. His daughter, Marquita K. Brooks, is a lawyer. His brother, Francis, was a politician in Vermont. He served in the Vermont House of Representatives and later in the Vermont Senate.
