He was the Minister of Foreign Affairs from 2004 to 2007 and director of SIE from 2007 to 2012. He was Prime-minister of Romania from 9 February 2012 until 9 May 2012.

He learned at Mathematics-Physics high school "Costache Negruzzi" from Iași.
