From 2012 to 2018, Muizzu was the Minister of Housing and Infrastructure. This was a time of great development in the Maldives. Many important building projects were completed under his leadership. These included the Sinamalé Bridge, Dharumavantha Hospital, and the Hiya Flats housing project. He also oversaw major roadworks and land reclamation projects, like the expansion of Hulhumalé.

Many parks and public areas were also developed in Malé City during his term. He helped complete projects for land reclamation, harbor improvements, and water and sewerage systems across the islands. These efforts greatly improved the infrastructure of the Maldives.
