Pauline Irene Batebe is a talented Ugandan engineer. She is an expert in both chemical and mechanical engineering. Since August 2021, she has been the Permanent Secretary for the Uganda Ministry of Energy and Mineral Development. This means she is a very important leader in Uganda's energy sector.
Before this big role, she was the chairperson of the Uganda Refinery Holding Company (URHC). This company is part of the Uganda National Oil Company (UNOC). URHC will own the government's share in the future Uganda Oil Refinery.
Irene Batebe is also on the board of UNOC. She used to be the main refining engineer for the Ministry of Energy. She makes sure that all the machines and equipment imported for the Uganda Oil Refinery and the Uganda–Tanzania Crude Oil Pipeline are of the best quality. She is one of the most experienced engineers in the Energy Ministry. She often travels with the President or the Minister of Energy to discuss oil projects. Her main job is to help build the oil refinery and the pipelines.

Early Life and Education
Irene Batebe was born in Uganda around 1982. She went to schools in Uganda when she was younger.
University Studies
- In 2001, she started studying at the University of Dar es Salaam.
- She earned a Bachelor of Science degree in chemical and processing engineering in 2005.
- In 2007, she went to the KTH Royal Institute of Technology in Stockholm, Sweden.
- She received a Master of Science degree in mechanical engineering in 2010. Her studies focused on sustainable energy engineering.
- In 2011, she earned another Master of Science degree from the University of Manchester in the United Kingdom. This degree was in advanced chemical process design, with a focus on how oil refineries are designed and operated.
Career Highlights
Irene Batebe started working as the chief refining engineer in the Uganda Ministry of Energy and Minerals in February 2009.
Ensuring Quality and Standards
One of her key jobs is to check that all the equipment brought into Uganda for the refinery and the East African Crude Oil Pipeline meets international standards. This ensures the projects are built safely and correctly. She has also given presentations at many oil and gas meetings in Uganda and other countries. For example, she spoke at the SPE/AAPG Africa Energy and Technology Conference in Nairobi, Kenya, in 2016.
Leadership Roles
- In August 2015, when the National Oil Company of Uganda was created, Pauline Irene Batebe was chosen to be on its board of directors.
- In January 2017, she became the Chairperson of the board for the Uganda Refinery Holding Company Limited. This company is in charge of the planned oil refinery in Kabaale, Hoima District. It is fully owned by the Uganda National Oil Company.
- She is one of the few Ugandan women working in the country's growing extractive industry, which deals with getting natural resources like oil from the ground.
