Russell James Harvey (July 4, 1922 – July 20, 2019), known as James Harvey, was an important American leader. He served as a U.S. Representative for Michigan. Later, he became a federal judge in the United States District Court for the Eastern District of Michigan.

Early Life and Education
James Harvey was born in Iron Mountain, Michigan. His mother and grandparents came from England. In 1940, he started studying at the University of Michigan.
His studies were paused in 1942 when he joined the U.S. Army Air Forces. He served for three years during World War II. After the war, he returned to school.
In 1948, he earned a law degree, called a Juris Doctor, from the University of Michigan Law School. He then became a lawyer and started working in Saginaw, Michigan, in 1949.
Serving His Community
Before becoming a judge or a U.S. Representative, James Harvey worked in local government. From 1949 to 1953, he was an assistant city attorney. This meant he helped the city with legal matters.
He also served as a city councilman from 1955 to 1957. During this time, he was also part of the Saginaw County board of supervisors. This group helped manage the county.
From 1957 to 1959, James Harvey was the Mayor of Saginaw. As mayor, he was the main leader of the city.
Working in Congress
In 1960, James Harvey was elected to the 87th United States Congress. He represented Michigan's 8th congressional district as a Republican.
He was re-elected six more times, serving for many years. His time in Congress lasted from January 3, 1961, until January 31, 1974. He left Congress on that date.
Becoming a Federal Judge
On December 5, 1973, President Richard Nixon chose James Harvey to be a federal judge. He was nominated for a position on the United States District Court for the Eastern District of Michigan.
The United States Senate approved his nomination on December 13, 1973. He officially became a judge on December 19, 1973.
On March 31, 1984, Judge Harvey took on a special role called senior status. This means a judge can reduce their workload but still hear cases. He fully retired from active duty in 2002.
James Harvey passed away in Naples, Florida, on July 20, 2019. He was 97 years old.
