Early Life and Career
Ravi was born in Patna, Bihar. He finished his master's degree in physics in 1974. For a short time, he worked in journalism.
In 1976, he joined the Indian Police Service (IPS). He worked in Kerala for over ten years.
Work in Intelligence
While working for the Central Bureau of Investigation (CBI), Ravi helped fight against organized crime. He also worked in the Intelligence Bureau. Here, he dealt with areas facing conflict, like Jammu and Kashmir and the North East.
After leaving government service in 2012, Ravi wrote articles for national newspapers.
Political Roles
In 2014, Ravi became the Chairman of the Joint Intelligence Committee. This group helps gather and share important information for the government.
He was also appointed as the Deputy National Security Advisor of India in October 2018. This role involves advising the government on national security matters.
Ravi also worked as a special representative for peace talks. He helped with discussions between the Government of India and the NSCN-IM group from 2014 to 2021. These talks aimed to bring peace to the Naga region.
Governor of Nagaland
On 20 July 2019, the President of India, Ram Nath Kovind, appointed Ravi as the Governor of Nagaland.
During his time as Governor, the Nagaland Peace Accord was reached in August 2015. This agreement helped bring peace to the region.
However, Ravi had some disagreements with the NSCN-IM group. Some people felt he was not fair to all groups. When he was transferred to Tamil Nadu, journalists in Nagaland showed their unhappiness. They said he did not talk to the media often.
Governor of Tamil Nadu
On 9 September 2021, R. N. Ravi was appointed the Governor of Tamil Nadu. He officially took office on 18 September 2021. The Chief Minister, M. K. Stalin, welcomed him.
However, some political parties questioned his appointment. They thought there might be a hidden reason for his transfer.
Disagreements in Tamil Nadu
Ravi has faced criticism for not approving some laws passed by the state assembly. For example, he did not approve 19 bills between September 2021 and April 2022. One of these was a bill against the NEET exam.
Some political experts in Tamil Nadu have said that Ravi interferes too much in the state government's work. By May 2022, 21 bills passed by the Tamil Nadu assembly were waiting for his approval.
In January 2023, Ravi suggested that "Tamilagam" would be a better name for Tamil Nadu. He also said that the ruling parties had been slow in progress for fifty years. Many political parties disagreed with his comments. Students also protested against his remarks.
Assembly Incidents
On 9 January 2023, during his speech in the Tamil Nadu Legislative Assembly, Ravi left out some parts. He did not read words like "women empowerment" or "secularism." He also skipped parts about B. R. Ambedkar and Dravidian leaders.
Usually, the Governor reads the speech prepared by the government. Chief Minister M.K. Stalin then asked the Speaker to record only the government's original speech. The Assembly agreed to this. After this, Ravi walked out of the Assembly before the Indian national anthem was sung.
Again, on 12 February 2024, Ravi did not read the full speech prepared by the state government. He only read the beginning. He left the assembly again before the National Anthem. Later, he said he could not read the speech because he disagreed with some parts.
